according to several former agency employees, to train
foreign nationals and other non-CIA employees for
assassinations, another prohibited activity.
But all questions are referred to a Navy information
office in Norfolk, Va., which will say only that Camp
Peary's mission is "to develop prototype training pro-
grams for military and civilian departments of the federal
government."

WILLIAMSBURG, Va. (NEA) - More than 1.2 million
people probably will tour Colonial Williamsburg this year,
while as many as 2 million will visit the Busch Gardens
theme park a few miles south of here.
But only a select few will gain entry to Camp Peary, a
sprawling < 10,000 acres) federal installation lying just east
of the community internationally famous for its faithful
restoration of an 18th century colonial village.
The sign at the entrance to Camp Peary describes the
facility as an "Armed Forces Experimental Training
Activity." Another sign warns that the base is a
"restricted facility" and unauthorized visitors are quickly
turned away.
In fact, the military designation is a flimsy "cover."
Camp Peary is a secret base operated exclusively by the
Central Intelligence Agency i CIA) to provide paramilitary
combat training to both its own operatives and contract
employees.
Scattered throughout its 15 square miles are specially
constructed facilities designed to provide sophisticated
training in infiltration and exfiltration techniques, night
air operations, explosives handling and intelligence gath-
ering
Ambush, demolition and parachute techniques also are
taught to those specially selected to attend courses at the
installation, invariably referred to within the CIA as "the
farm."
"If you had a blue ribbon committee go in there," says
former CIA contract employee Joe Maggio, "they'd find a
whole new world, a Disneyland of war."
CIA officers, mercenaries and foreign troops headed for
field operations in Africa, Asia and Latin America have
received training at "the farm” ever since the federal
government acquired the former Virginia state wildlife
refuge in 1951
The CIA also has used Camp Peary to provide briefings
and demonstrations to representatives of police depart-
ments from throughout the country.
The agency declines to discuss activities involving law
enforcement visits to “the farm," but it is known that
during the past decade the CIA has provided assistance to
officials of police departments from the following cities:
Boston; New York; Washington; Chicago; Kansas City;
Los Angeles; Cincinnati; Dayton, Ohio; Dallas; and the
Washington suburbs of Montgomery County, Md., and
Arlington, Va.. Alexandria, Va., and Fairfax County, Va.
Because Camp Peary is located in an increasingly
urbanized area, there are restraints on the use of heavy
weapons and powerful explosives at the facility. But the
CIA has a "graduate school" for such training, located in a
rural coastal area of North Carolina.
That isolated and even more highly classified base is the
Harvey Point Defense Training Activity, near Edenton,
N.C., less than 100 miles south of here.
The CIA’s presence is no secret here. “The town tries to
ignore it," says one local newsman. "And the Colonial
Williamsburg people would rather not have tourists
thinking about a CIA training base right next door.”
More than five years ago, the Virginia Gazette,
Williamsburg's feisty, independent weekly newspaper,
published an extensive investigative report on activities at
the base
