Enjoying a massive financial and organizational advan-
tage over all other contestants, Hodges ran a highly
professional campaign and seemed headed for certain
victory at the polls.
His principal opponent, state Insurance Commissioner
John Ingram, mounted a disorganized, ill-funded effort
Hodges placed first in the primary, but failed to secure
enough votes to avoid a runoff. In that second election,
Ingram scored a stunning upset.
In Texas, incumbent Gov. Dolph Briscoe far outspent his
leading rival. Attorney General John Hill, in a bid for a
third consecutive term. But Hill won the Democratic
gubernatorial contest.
In New Jersey, Sen. Clifford P Case, a member of the
Senate for almost a quarter century, seemed unbeatable in
his bid for the Republican nomination for a fifth term.
One survey showed Case with a 3-1 lead over conserva-
live challenger Jeffrey Bell, but Bell won the poll that
counted — the primary election.
.In Oregon, Tom McCall served as governor from 1967 to
1975 and undoubtedly has been the most popular political
figure in the state during the past decade. But State Senate
Minority Leader Victor Atiyeh, a cautious, low-key
Parprimna trounced McCall in the Republican gubernato-
In Mississippi, Gov. Cliff Finch was widely believed to
have retained the enormous personal popularity that
catapulted him from political obscurity to the state house
only three years ago.
Finch this year sought to mobilize his coalition of both
black and white middle-class support in his bid for a Senate
seat. But he finished second in the Democratic primary,
then lost the runoff by a margin of almost 2-1 to former
county prosecutor Maurice Dan tin.
In South Carolina, Lt. Gov. W. Brantley Harvey was
supported by most of the Democratic party “establish-
ment” and generally viewed as the front-runner in the
Democratic gubernatorial contest. Harvey finished first in
the primary, but lost the runoff to an insurgent, former
State Sen. Richard W. Riley.
In each case cited above, there were factors unique to
the contest that heavily influenced the outcome of the race
Hodgas and Briscoe, for example, were frequently
criticized as bland and colorless campaigners.
Case probably suffered from overconfidence and a long-
term failure to keep in touch with his constituents. Finch
made the mistake of antagonizing the political organiza-
tion loyal to retiring Sen. James O. Eastland, D-Miss.
In addition, many “favorites” handily won elections in
recent months. Only four incumbent members of the House
seeking reelection have been defeated in primaries held to
date.
The preponderance of upsets in the South apparently can
be attributed, in large measure, to the fact that it is the
region of the country undergoing the most rapid and
profound social, economic and political change.
But elsehwere in the nation, the trend also is apparent:
