budget as they are receiving
this year.
Then the delegates passed by
voice vote a version asking that
Carter provide “an adequate
budget to support human
needs” — leaving to him the
decision on what is adequate.
It was a victory for the White
House, but the vote may mean
Carter will face more opposition
than expected when he presents
his budget to Congress. And the
debate featured a rousing
speech by Sen. Edward Ken-
nedy of Massachusetts, who
attacked Carter’s budget-
cutting plans on Saturday and
won cheers much louder than
the respectful applause given
Carter earlier.
“It is wrong that prices are
rising as rapidly as they are,”
Kennedy said. “But it is also
wrong that cities are struggling
against decay. It is wrong that
women and minorities are de-
nied their equal rights. And it is
wrong that millions who are
sick cannot afford the care they
need.”
But White House Press Secre-
tary Jody Powell said Carter

PE NED Twice, the runaway
boy and his traveling compan
ions have almost lost the mys-
terious, heavy purse Melchior
is carrying, a gift to someone
he doesn t name. Followmg
the star, they reach a city of
red rock. Here, as if waiting
for them, are two regal strang-
ers.)
Curiosity overcame my shy-
ness. I walked closer to the
strangers.
“This is Balthasar. He
comes from the land to the
south,' said Melchior
Balthasar tented his long
fingers and bowed slightly, as
politely as if I were more than
a runaway boy who tended
camels and lost purses in the
desert.
“And this is Caspar, of the
land beyond the red seal' said
Melchior.
The tall man flashed me a
smile, his teeth white in his
black face.
“They follow the same star
we do,” said Melchior, as if
that were enough introduc-
tion.
I wanted to ask how they
knew that they should meet
us in this strange city of red
rock, in the middle of nowhere.
These men were as dusty as
we were. And as weary look-
ing. But like Melchior, they
seemed to be more than ordin-
ary men.
Beyond Caspar and Baltha-
sar I could see their camels,
and their drivers. Did they
also carry gifts? I soon saw
that all of us would travel to-
gether now.
When we wet out from the
City of Red Rock, we made
quite a caravan. I was full of
questions. But when I urged
my camel close to Melchior's,
I asked just one of them. I re-
called something Melchior
had said before we reached the
city.

prophet named Moses struck
a rock with his staff, and
water came out.”
I felt bolder now. I would
ask another question. "Who
are these men riding with us
now?" I asked.
Melchior's broad hand
smoothed his graying beard.
"Each in his own country is
considered a wise man," he
said. "He knows how to read
the signs in stars. He has the
knowledge of far places and
distant happenings."
What could be plainer than
that? Still I was mystified by
so many things on this
strange journey. I would ask
the biggest question of all.
“Who are we looking for?" I
asked. My hand went to my
side. "Who will get the gift in
this green pouch?”
Melchior's dark eyes looked
into mine until I wanted to
look away. But I didn't.
"We are looking for a king,"
said Melchior finally.
This was an answer I hadn’t
expected. I thought about it
for several moments as the
camel swayed beneath me.

"There is no country that is
not his," he answered.
"How will we know him?" I
asked. “Where will we find
him?"
"He is only a baby now.”
said Melchior. "A baby new-
born."
This was the last thing I
had expected to hear. A baby!
Like the baby my mother
would have, back in my city of
Susa. I had run away, I had
ridden all these miles, to see a
baby!
"Then he should be easy to

trumpets blowing, and bon-
fires blazing, and a crier tell-
ing the news through the
streets.”
"Oh no," Melchior said soft-
ly. "With this king, it is not
that way at all""
By now I had forgotten all
my strange feelings about
talking to this man who was
so much older and wiser.
"No palace!" I said. "No

king?"
"Ah,” said Melchior, looking
up at the sky, even though it
was daylight. "But how many
kings have a star of their
own?"
