Important Court Ruling.
Dallas: Chief Justice Rainey, in the
Court of Civil Appeals Saturday morn-
ing, rendered a decision of State-wide
interest. He held that the payment of
the gross receipts tax does not ex-
empt corporations from the payment
of occupation taxes imposed by the
act of 1897. There are, perhaps, sev-
eral hundred cases in the Attorney
General’s office at Austin waiting on
this decision. •
Negroes Killed in Explosion.
Morgan City: A boiler explosion in
the Baldwin Lumber Company’s plant
at Baldwin, La., resulted in the death
of two negroes and the serious injury
of a white man, damaging plant be-
tween $15,000 and $20,000 Monday.
Pay for Cleburne Federal Site.
Washington: The Secretary of the
Treasury has sent a check for $16,500
to John A. Bryant and others at Cle-
burne to pay for the Federal Building
site at Cleburne.

there has been some opposition to the
passage of the law.

surveying corps is in the city. Move-

of West Texas towns, all of which are
anxious to secure the road.

Carnival Week at Clarksville.
Clarksville: Carnival week opened
here Tuesday and the city is in gala
attire. Central Plaza is covered with
merry-go-round, Ferris wheel, and va-
rious attractions of all kinds.
Although positive advices have not been received from New
Orleans, it is understood that the new passenger-express launch, the
“RED DEVIL,” will arrive during the coming week. The boat carries
twenty passengers, and is equipped with a 20 H. P. Ralaco gasolene
engine. The cabin arrangement has been remodeled a little, which
will make a difference in the general appearance from the cut. It is
promised that this part of the Texas City-Galveston Ferry service
will prove inviting, as the launch will leave from an uptown pier,
with but one stop at the docks, in either direction.

Washington: Among the prelim-
inary work that President Taft has
done toward the preparation of his
message for the regular session of
Congress is the collection of data bear-
ing on the recommendations which he
intends to make for the improvement
of the army. In army circles it is
asserted that President Taft is keen-
ly alive to the importance of military
aeronautics and that there is the best
reason to believe that President Taft
will recommend a doubling of the sig-
nal corps besides urging a $500,000 ap-
propriation for aerial development in
the army.

With exceptions almost negligible, the people are divided for
political purposes into two great parties. Action outside these parties
is practichy ineffective, save as it may voice a protest. From one
or the other of these parties come our officers of government. It also
happens that in a great majority of our dis icts one or the other
party is predominant, so that through the influence of party loyalty
a nomination in such a district is EQUIVALENT TO AN ELEC-
TION. The great menace that we have to representative govern-
। ment and impartial administration in the interest of the people is the
