the first warehouse and market-
ing law passed in Texas; and has
been active in all laws to help
farming interests passed in ten

An unusually active man, Mr.
Tillotson made an unusual record
for legislation of greatest im-
prtance to the people, seeking
to enlarge the opportunities of
tne citizen in developing the
wealth of the State, and to, in-
crease the facilities of the peo-
ple for greater educational and
social improvement. His record
as a member of the House of
Representatives is an index of
his service to the people if elect-
ed to the Senate. No man ever
approached the discharge of
such duties with a better knowl-
edge of the needs of the State
in the way of constructive and
progressive legislation. No one
is better grounded in the knowl-
edge of those principles that lie
at the foundation of representa-
tive American government and
which protect the individual citi-
zen in his rights of property and
his liberties. If elected to the
Senate, he will take a foremost
place in that body and reflect
distinct credit upon the 18th
district.

sult of his studies, he was the
first to announce the policy. now
generally accepted, that flood
control in the lower parts of the
river valleys depends upon, and
must be coupled with flood water
conservation in the upper reaches
of these ''alleys, and upon their
principal tributaries. Actuated
by this belief, he introduced in
the Legislature and bad submit-
ted to the people the constitu-
tional amendment adopted in
1917, managing the State bead-
quarters in the campaign to
carry the amendment This
amendment known as the con-
servation and reclamation amend-
ment, is recognized as the most
far reaching authority ever
granted the people to provide
for reclamation of lands in the
west and northwest by conserv-
ing flood waters for irrigation,
and for the protection of lands
subject to overflow in the lower
reaches of the river valleys. The
enactment of some additional
legislation under this constitu-
tional amendment will demon-
strate its value as the most
constructive movement since the
adoption of the present constitu-
tion nearly fifty years ago. Mr.
Tillotson’s work for an interest
in flood control legislation was
recognized by bis election as
President of the Texas Conser-
vation and Reclamation Associa-
tion.
In addition to his record as a
constructive legislator, Mr. Til-
lotson secured widespread com-
mendation for leading the fight
against the bill introduced in
1914 which proposed to use the
permanent public free school
fund as the capital for the estab-
lishment of a central State bank;
declaring that this was a sacred
fund for the children of Texas.
Mr. Tillotson’s ability as a
legislator was distinctly recog-
nized in the fact that probably
no member of the several Legis-
latures in which he served re-
ceived appointment upon as
many special committees as he.
In 1913 he was a member of a
penitentiary investigating com-
mittee which madethe most com-
plete report on the prison system
ever published. He was also a
member of tbs Central investi-
gating committee which investi
gated all departments and insti-
tutions of the State government:

committee to consider and re-
port on legislation for thc con-
trol of public utilities; a member
of an educational conference ap-

For the first time in more than
twenty years, the News believes,
the eastern end of this Senator-
ial district has a candidate for
the State Senate, in the person
of Hon. Leonard Tillotson of
Sealy.
Serving out an unexpired term
in the 81st Legislature, Mr Til-
lotson was regularly re-elected
from the 127th flotorial represen-
tative district to the 33rd, the
34th, the 35th, and the 36th Leg-
islatures.
During the period of his service
in the Legislature, Mr. Tillotson’s
name was connected with most
of the more notable laws en-
acted. He is the author of the
law creating the State Highway
Department, and much other
road legislation, and is widely
recognized as an authority on
road laws.
He was one of the authors of
the first warehouse and market-
ing law passed in 1914, and hss
taken an active part in all legis-
lation dealing with agriculture
and marketing plans; as well as
legislation relating to the State
