St. Louis, Mo., Jan. 13.—All the eastt

north of East St. Louis that several houses
were destroyed there and three or four
persons were killed, but this lacks confits

At 4:30 yesterday afternoon a cyclone
struck the southwestern section of the
city and swept on through to the northern
limit, making the pathway nearly a quar-

desolation in its track. There was scarce-
ly any warning of the approaching storm,
owing to the fact that the sky had been
overcast for several hours before the full
force of the wind was felt and it was all
over in an incredibly brief period of time.
Those residing in and near the path of the
cyclone not fully realized what had hap-

been no little discussion over the speech
made by Senator Morgan in the senate on
the negro question a few days ago. As is
known lie counseled the location of the
American negroes in the Congo valley. and
while such location was not to lie an en-
forced one. yet there should be induce-
ments offered the colored brother to leave
which he would hardly be able to resist.
The plan was not given in detail or elab-
orately. and the senator confined his re-
marks almost wholly to demonstrating the
proposition thet iff white and black man
could not get along together and that it
was better for the black man to whistle up
his dogs and move. The advantages of
Congo over America as a place for the ne
gro was commented on extensively and
with the blood-thirstiness of the native
left out of the picture of that country

and fascinating.
