Several key Likud ministers re-
fused to add their signatures to a
document outlining Likud's un-
dertakings to the Agudah. Among
them were the politically power-
ful Moshe Arens, Moshe Nissim
and David Levy.
But that apparently did not de-
ter Agudah from siding with Likud.
Rebellion also was rife in La-
bor's ranks. Several key ministers
refused earlier to attach their
names to a document outlining ’
Labor's promises to Agudat Yis-
rael.
Defense Minister Yitzhak Rabin
said he would do so only if the par-
ty's leadership bureau approved it
Other influential Labor figures,
including Gad Yaacobi and Mor-
dechai Gur, flatly refused.
, । They saw in the offer to Agudah
an implied promise that the Labor
leadership would recommend to
the party’s Central Committee
endorsement of the divisive "Who
Is a Jew" legislation.
The proposed amendment to
the Law of Return, which would
disqualify non-Orthodox converts
from Israeli citizenship, could, if
adopted, cause a grave rift be-
tween Israeli and Diaspora Jews,
the vast majority of whom are
non-Orthodox.
In the end, the Agudah politi-
cians made it clear that Likud's
pledges on "Who Is a Jew" were
stronger and more satisfactory
than Labor's.
But there were rumblings inside
Likud, with several Knesset mem-
bers insisting they would not sup-
port the Orthodox measure. □

The Agudah sages made their
announcement after a six-hour
meeting in Bnei Brak, where they
had been visited first by Likud and
later by Labor Party ministers.
Until then, uncertainty cast a
pall over Israel's political scene,
as both Labor and Likud ardently
courted the religious extremists,
much to the disgust of some im-
portant figures in each party.
As the two major parties tried to
outbid each other for the favor of
the religious parties, serious in-
ternal cracks, began to show in
their leadership ranks.
