What’s the bottom line? The tax
base has decreased by four pecent
and our projected spending for the
coming year represents approxi-
mately a six percent increase. As I
mentioned last month, this increase
is mostly salaries. Although all
the figures are not yet in, it appears
that the district is looking a a
property tax increase in the neigh-
borhood of two to three cents per
hundred, or about 320 to 330 per
year for a 3100,000 home. This two to
three cents is about what the
effective tax rate will be.
Even with the loss of four percent in
the tax base and a slight increase in
this year’s spending, we will be able
to stay within the effective tax rate
' and a public hearing won’t be
necessary. No mean feat given the
state mandated salary increases and
the board’s decision to fully find the
career ladder.

State law defines how much taxes
can be increased without public
hearings. The effective tax rate is
the rate that, when applied to the
appraised property values, will pro-
vide the ume income that was
earned the previous year. Naturally,
if the tax base is lower (which this
year it is) than last year’s, the
effective tax rate will be higher. The
law says that the school district can
increase the tax rate by three percent
above this effective rate without
triggering a public hearing.
What does all this mean to the
school district’s taxpayers? If this
four percent decrease in property
values is not offset by other
increases in income, such as more
state aid, more income from our
school lands or better delinquent tax
collections, then a four percent
increase in taxes is necessary to
maintain the Mme level of spending
as last year. Similarly, any increase
in spending will increase taxes.

AU county property was re-ap-
praised this year and as a result, the
school’s taxable value decreased
from approximately 745 million to
714 million, representing a 4 percent
decrease. In contrast, the county, as
a whole, decreased from 850 million
to nearly 825 million, representing
only a 3 percent decrease. The school
district’s loss was lightly greater,
because the areas near Inks Lake and
Buchanan Dam are in the Burnet
School District and both areas had an
overall increase in value instead of a
decrease.
The largest single loss within the
school district occurred in Horseshoe
Bay where values decreased almost
33 million, representing a 9 percent
change. The district’s 31 million loss
was partially off-set by slight prop-
erty value increases in the Blue Lake
and Kingsland Muds, and in the
cities of Sunrise Beach and Llano. In
addition, the school homestead
exemption amounted to about 32
million. For those 65 years and older
who have had their taxes frozen until
their values are increased (usually
through home improvements) the
district looses another 40 million in
value (5.6%).
The question arises as to why the
school district is so concerned with
property appraisals. First the school
district has three appointed repre-
sentatives on the appraisal board.
Secondly, nearly 90 percent of the
school district’s income is derived
from local property taxes. Conse-
quently, any change in appraised
values directly affects this income -
