It is hoped there will be a large
turnout for the second renewal of the
polo reunion and jubilee honoring
Cecil Smith.
If you are not sure of the game of
polo, then you need to visit the Llano
Museum, which has what is believed
to be the most complete polo display
in any museum. Included with the
many artifacts of games past is the
modern touch of video tape showing
in detail the highlights of the game.
Scrapbooks detail the history of the
sport involving Cecil Smith and his
companions.

Once again, the Llano County
Museum will be the center attraction
with the renewal of Cecil Smith Day,
Saturday, April 30. While many of
the visitors will most likely take a
look at some of the other artifacts, it
will be the polo exhibit that will
attract the most attention, for here
will be all the history of Llano’s own
Cecil Smith, who was reared on a
ranch in Llano County and became
world-renowned for his polo playing
ability.

The same two teams will play again
this year and Tommy Wayman will
again head up the San Saba team,
which will include the host, Jones,
along with Stewart Armstrong and
Joseph Fitsimmons of San Antonio.

Following the game, all are invited
to meet at the museum where
entertainment will include the de-
monstration of basic polo shots,
music by the Llano High School band
and plenty of food at 6 p.m. On
display will be a 1924 Model T Ford
and a surrey’with the traditional
fringe on the top.

said commissioner Rex King.
"Also, the money can come from
unexpended funds the county will
have," said commissioner Ross
Bauman. "There is about $80,000
available for the addition to the jail.”
The addition includes remodeling
the present jailer living quarters on
the third floor of the south wing into
cells that would provide eight more
beds. This will be only a temporary
improvement to relieve overcrowd-
ing. The Texas Jail Standards
Commission sets standards for all
jail facilities.
The exact cost for the two portions
of the bond issue will be established
before getting the people to take a
vote for or against either proposition.
Commissioners agreed there was a
need to make sure just how much
would be necessary for the two
issues. The figure for the library and
remodeling of the old library for the
county clerk was more positive. The
total estimate is $375,000 —
$300,000 for the new library and
$75,000 for remodeling.
The hospital is more complicated.
A $200,000 note is owed at the bank.
Another $35,000 is needed to put on
a new roof. Remodeling and installa-
tion of a new heating and air
conditioning system has been estim-
ated at $200,000. Bids are yet to
come in on the project.
It was the general consensus that
the hospital would not be able to pay
off the debt owed at the bank. At a
recent meeting with commissioners,
members of the hospital board asked
for more assistance from the county
saying the hospital was pretty well

Picking up where they left off last
Thursday, Llano County commis-
sioners got an answer and conces-
sion on what was supposed to be a
new maintainer that already had 60
hours of use on it when it arrived.
They also denied two requests for a
waiver of tax penalty and interest on
delinquent taxes while a third was to
be investigated before a decision was
made. They also decided to make an
effort to come up with some sort of
policy for vacation and sick leave,
after talking it over with department
heads.
Once again, though, no decision
was reached on a caliche contract on
Llano County school lands and
County Judge W.R. (Bill) Miller and
commissioners decided it was time to
put a time limit on getting the job
finished.
“We started on this last October
and we still don’t have a signed
contract," Judge Miller said.
According to Commissioner Leon-
ard Grenwelge, the attorneys just
haven’t gotten together to finalize
the contract. Right now there is a
question on insurance. Attorneys
were described as "picking each
other apart."
Judge Miller then recommended
the next meeting (May 9) be the
deadline for finalizing the contract,
adding, “If it can’t be worked out in
15 days, then we are going to have to
make a decision.”

Salesmen Rick Smith and Dal Lane
for Holt Machinery appeared before
the commissioners to explain why
there were already 60 hours of use on
what was supposed to be a new
maintainer.
“It is still considered a new
machine and on the back of the
contract, we note the 60 hours,”
Smith explained. “Your warranty is
still good for a full 5,000 hours or as
in this case, 5,060 hours."
The men explained the policy of the
company was to use the machinery
for demonstrations and the amount
of use varied from machine to
Llano County commissioners voted
unanimously Thursday, April 21, to
take a bond issue to the public for the
remodeling and construction of
county buildings. Voters will decide
on two issues.
First — The remodeling and
improvements of Llano County Me-
morial Hospital and the clearing of a
debt owed at the bank by the
hospital.
Second — The construction of a
new library and the remodeling of
the old library to be the new offices
for the county clerk.
Omitted from the ballot will be
improvements to the Llano County
jail.
“The reason for not including the
jail in the ballot is because the jail
improvements have to be made
regardless of how the public votes,"

Smith, an expert horseman, went on
to become the only man to date who
carried a 10-goal handicap for 25
consecutive years. Among his crow-
ning events was Hs polo team
called the “Texas Rangers,” that
traveled to England and subsequen-
tly won every major polo contest in
that country, including the King’s
Coronation Cup.
Smith and company showed the
game of polo was not just a sport for
royalty. Now at age 84, Smith
continues the legend by having his
own descendents continue the sport
and what better salute than to have
his own Cecil Smith Cup to go to the
winning team that wil play at noon

Jung told Llano school board trus-
tees that remarks such as "She isn’t
doing her job” are "slanderous”
and she wanted to set the record
straight.
Mrs. Jung appeared before the
school board at its regular monthly
meeting last Thursday evening and
said she had worked very hard in the
job of appraising properties and
collecting the taxes owed for the
school district, county, city and other
members of the district for which she
to responsible.
Mrs. Jung suggested that the
school board and administrators
check with her before making any
rash statements or complaints about
her office or work so that she might
have the opportunity to explain or
reply.
She said, in her remarks before the
board, that she had taken over the
task of the appraisal district and
collecting delinquent taxes when it
was in "turmoil.” She said that no
effort to collect delinquent taxes had
been made in previous years prior to
her take-over of the school district’s
tax appraisal and collection.
She mentioned that her office had
had no results in selling over 40 lots
in the Lake LBJ MUD as "often
delinquent taxes are more than the
properties are worth."
She stated that about 90 lawsuits
against delinquent properties are

"We don’t believe in turning back
the clock or making any modifica-
tions,” Lane said. "It was our
mistake when we didn’t fully inform
you of our policy. What would it take
to resolve the matter?”
The original warranty is three years
or 5,000 hours. Commissioners ac-
cepted a revised warranty of three
years plus a month and 5,060 hours.
The average lifespan of a maintainer
is 10,000 hours before any major
rebuilding might be necessary.
Tax Penalties
Appearing before the court was
Dr. John A. Evans of Horseshoe
Bay, who requested relief from tax
penalties he had been assessed. Dr.
Evans documented that back in 1983
there was no evidence or information
of any problem with his taxes on land
purchased in 1981. It wasn’t until
1988 that a problem arrived and he
asked relief for penalty amounting to
$1,899.94.

Brown, Jung and members of the
school board suggested several areas
which might result in more timely
delinquent collections including
speeding up of notices of delinquen-
cy, newspaper publication of delin-
quent taxpayers and other proce-
dures.

Public Defender
District Judge Clayton Evans
appeared before the commissioners
to point out the advantages of Llano
joining in the support of having a
public defender at its disposal
Burnet County has already approved
a similar arrangement with Burnet
attorney Eddie G. Shell as the public
prosecutor.
"The job of the public defender
would be to handle all cases where
the defendent can not afford an
attorney,” Judge Evans said. "This
could prove to be a very valuable
savings to the county, especially in
certain cases."
Judge Evans cited a recent case in
an adjoining county that had com-
pletely depleted all of the funds that
had been budgeted for court-appoin-
ted attorneys.
"I know for a fact that most
attorneys in Llano County don’t like
to be appointed to these kinds of
cases,” said County Judge W.R.
(Bill) Millr.
Judge Evans agreed, adding that
attorneys who handled mostly civil
matters were not usually attuned to
criminal cases.
While the court was in executive
session with Judge Evans to discuss
a personnel problem. Shell explained
that one of his functions is to review
the case and the individuals invol-
ved. He would be checking the
indictments for any flaws and also
