WASHINGTON— The admin-
istration’s proposals for aiding
elementary and secondary
schools were presented to a
House Subcommittee today by
Welfare Secretary Celebrezze.
He called them the beginning of
a new era in education.

farm subsidies.

On President Johnson’s desk
right now is a letter from the
director of the Budget warning
of the need for a supplemental
appropriation of $1,742,000,000
for the Agriculture Department.
This etxra money is needed be-
cause—under the present lop-
sided system of farm subsidies
—hundreds of thousand of
farmers have borrowed from the
government on their crops.
They heard rumors that the
Johnson administration was go-
ing to cut price supports, so they
cashed in on their crops before
the price drops. It’s tails-the-
farmer wins—heads-the-govern-
ment-loses. If the price goes up,
the farmer can pay back h i s
loan and get his crop back. If
the prices drops—the govern-
ment is stuck with the crop.
The new Vice President prop-
oses to change this and go back
to the pre-Benson days when
the farmer was required to cut
Graduated Subsidies
So Humphrey proposes a
price support scale patterned
after the graduated income tax
which benefits the small
farmer and scales down the big.
He has looked over the huge
subsidies said to the big opera-
tors and noted that one cotton
grower in California received
an annual subsidy of around
$750,000. Humphrey doesn’t plan
to cut this down in one year. It
would cause too much economic
readjustment. But he does pro-
pose to cut it down gradually.
He will set a reasonable figure
on the amount of subsidy a big
farmer can get, and when he
goes beyond a certain produc-
tion point he won’t get any
more price supports.
It so happens that the man
who is Secretary of Agriculture
is one of Hubert’s closest
friends—Orville Freeman—for-
mer governor of Humphrey’s
home state—Minnesota. Free-
man used to baby-sit for the
Humphrey children when both
men were studying at the Uni-
versity of Minnesota. Later—
HHH introduced Freeman to
President Truman—even before
he became governor, as one of
the coming young men of the
Northwest.
But Humphrey has told Free-
man that as presently organized
no man can run the Agriculture
Department—because of its en-
crusted bureaucracy and be-
cause policy is fixed by com-
mittees of growers and growers
are interested only in produc-

new Vice President—with his
old baby-sitter, has been given
the job by a vigorous, restless
President to cut it back. And
every morning the President
greets his new Vice President—
not with good morning—b u t
“what have you done.”

WASHINGTON. Jan. 22
Burch was given a standing
ovation by committee members
after he told them:
“This unity must not be a
party that is splintered is no I
party at all. And the United
States will never be the same
if there is no two-party
system.”
Burch’s resignation was ac-
cepted without dissent. He was
praised by members from all
sections of the country since
he was picked by Goldwater as
chairman at last July’s national
convention.
In nominating Bliss, Kansas
Committeeman Sam Mellinger
said:
“He is not a hyphenated
Republican. He recognizes that
there is only one Republican
Party. He will not indulge i n
the parlor game of labels on •
party members.”
Goldwater himself is reported
to have squelched a last-minute
move by die-hard Southern
Conservatives who oppose the
change from Burch to Bliss.
No other name was offered in
nomination and Bliss was ap-
proved unanimously.
