Jack Dyess.t has been said that there is nothing so stale as yesterday's news. The fact that
Tim Spice is now First Sergeant Spice, United States Army rather than the TPWD
Boater Education Coordinator is old news to many of you because of the time
required to publish Staying Afloat. However, some of you may not know that I have
been designated as the new Boater Education Coordinator.
Those of you who know Tim know that he leaves some big shoes to be filled - both
figuratively and literally. With the help of each of the volunteer instructors, I will attempt
to fill those shoes.
Many of you, especially in the North Texas area, already know me. For those of you who
don't, I'll introduce myself by providing a little personal history as it relates to my
assumption of these duties.
I received a Bachelor of Science degree from Omaha University and a Master of Science
degree from The University of Nebraska. I hold teaching certifications from the U.S. Army,
Texas Education Department, American Sailing Association (seven levels of instructor cer-
tifications including Instructor Evaluator), TPWD, National Safe Boating Council and the
International Personal Watercraft Rescue Specialists - International.
I have over thirty years of teaching experience at institutions such as University of
Nebraska, Ohio University, Old Dominion University, U.S. Army Engineer School,
Fort Worth Independent School District, Texas Sailing Schools, American Sailing
Association and Texas Parks and Wildlife Department.
My boating experience extends over more than forty years and includes inland lakes,
streams, coastal areas and the Atlantic Ocean. It also includes fishing boats, ski boats,
personal watercraft, sailboats and white water canoeing.
I am a graduate of the U.S. Army Corps of Engineer Motorboat Operator License Course
and hold a USCG Captain's License (Master Mariner), 50 gross tons, inland and near
coastal waters with power, steam, sail and auxiliary sail endorsements.
Two of the honors of which I am most proud are the receipt of the National Safe Boating
Congress, Regional Award, in 1996 as a TPWD volunteer instructor and the receipt of the
American Sailing Association's Instructor of the Year Award for four consecutive years.(continued on page 2)
