June 1, 2002, TPWD Boater Education instructors, Grand Prairie Police Lake Patrol
Officers, Cooks Children's Hospital personnel, Grand Prairie Firefighters and EMTs, U.S.
Army Corps of Engineer Rangers and others teamed-up under the banner of the Tarrant
County Safe Kids Coalition to provide free PFDs at four locations including Joe Pool Lake.The PFD Exchange at Joe Pool Lake occupied an area of approximately two
acres. The site was surrounded by Grand Prairie Police Department patrol
cars, trucks, 4-wheelers, bicycles, patrol boats and PWCs. Two fire trucks, an
ambulance, a dive-team and a mobile rescue unit were provided and staffed
by the Grand Prairie Fire Department. A U.S. Army Corps of Engineer truck
pulling a trailer whose sides dropped down provided an information booth
for the distribution of USACE and TPWD water safety literature. TPWD pro-
vided department trucks pulling PWCs on trailers and all of the equipment
and materials required for the Junior Boater Education program. All of these
high visibility, action type units proved to be an irresistible attraction to
youngsters in the area.
As an additional event, TPWD Boater Education Instructor Russell
Lockwood (lake patrol officer with GPPD) and members of the local
BSA troop presented the JBED program at Joe Pool Lake.
During the PFD Exchange, 158 junior boater certifications were issued.BED Instructor Cassie Johnson explaining
