High Court Rejects
Bid By Frank Hayes
The U.S. Supreme Court has
refused to consider former Castro-
ville Police Chief Frank Hayes’
appeal of his civil rights conviction
for killing construction worker
Richard Morales in 1975.
The justices issued a brief order
denying a writ of certiorari in the
case Monday, Oct. 8.
The high court’s action put an
end to Hayes’ hopes of overturning
his conviction and life sentence
imposed by U.S. District Judge
Adrian Spears.
Hayes it incarcerated at the
Medical Center for Federal Prison-
ers at Springfield, MO.
His wife, Dorothy Foly Hayes, is
serving a 3-year sentence at the
Federal Correctional Institution at
Fort Worth for her role, and her
sister, Alice Baldwin, has been
released after serving 6 months in

Hayes also was convicted on state
charges of aggravated assault in
Morales’ death and sentenced to
2-10 years in state prison.
