ROBINSON OF BEXAR
Proposes to Make Good Amendment to
the Libel Laws of Texas.
Representative D. C. Robinson of San
Antonio known in the legislature as
“Robinson of Bexar" Is making a favor
able Impression In the “house of wis-
dom.” He has draughted a bill to
amend the libel law and the following
are the proposed amendments Indicated
In his rough draught:
Bill to amend the law of criminal libel
by repealing sections 625 626. 627. 628
and 62!) of lhe pi nal code title 16. and
Inserting 629 as follows: In all criminal
prosecutions for libel the truth of the
matt* r complained of shall he submitted
of evidence but shall constitute no de-
fense except when it shall api>ear from
the evidence that the publication was
made solely for the public good and
without any malicious Intent.
Section 629 b: Editors proprietors and
managers of newspapers and books shall
tie presumptively respon-lble for any de-
famaton matter contained therein but
may prove that the publication was
without Hiitburi.y ur that the publica-
tion was disavowed by such editor or
proprietor as soon as discovered by such
editor or proprietor or in a reasonable
time thereafter.
And he proposes also to amend the
civil process in such way aa to provide
that: “In all civil actiuns .for libel
the truth of the matter complained of
shall constitute a complete defense."
These amendments are good wise and
just except that person sued under Ilie
criminal law should enjoy the same
privilege ns those that have civil pro-
cess against them. In other words the
truth of the alleged libellous matter
should in both eases be a good defense

Mr. Robert J. Beasley conductor of
the 1. & G. N. railway was wedded yes-
terday afternoon at the residence of the
bride’s mother to Miss Adele Melas.
After the marriage the couple left on
the I. <t G. N train for Austin where
they will stop for a day and then pro-
ceed to Palestine their future home.
WLat Is to Be Done.
Supervising Architect Bell of Wash-
ington in writing the Hon. J I). Sayers
in respect to the new federal buildings
to be erected in San Antonio says:
"The sketch plana for the building will
be prepared as soon as the survey (which
has been sent for) is received. The
work required to complete the building
will be included in one contract or at
least so much of It as may be necessary
to get the structure ready for the Inte-
rior finish. The excavation however
and the concrete foundation can be done
in advance and it is probable that ad-
vertisements will be inserted in the lo-
cal papers for this work within the next
sixty days.”
Alderman for Third Ward Nominated.
The citizens of the Third ward met
last night at the colored Fireman’s ball
on West Commerce street to nominnte
an aiderman for the ward. About 100
persons were present and a brass band
was in attendance to infuse the patriots.
Mr. W. F. Simmons called the meeting
to order and stated the objects of the
meeting. He was made chairman and
then be called for nominations when
Otto Gerlach nominated Jacob Weber
O. Meyer proposed J. N. Armstrong.
J. R. Davis named Capt. Richie and J.
R Besse proposed T. J. McCarthy
Then the candidates came to the front
and talked about city affairs except Mr.
McCarty who was absent. The chair-
man however spoke for him.
Nominations were closed and the bal-
lot was taken. McCarthy dropped on
the first Weber on the second and Arm-
strong on the third ballot when Capt.
Richie by four votes was declared the
nominee J N. Gallagher was also en-
dorsed for Aiderman at large. Then the
meeting closed and tbe participants
went home.
Republican Meeting.
The republicans of precinct 4 and 29
are requested to meet at Mahncke's gar-
den. Monday. January 24. at 8 p.m. for
the purpose of electing delegates to tbe
republican city convention to meet
January 29.

Gen. 11. P. Bee. commissioner of In-

make room for the new governor's nom-
inee Mr. L. L. Foster. Gen. Bee retires
from office with a good record for the
honorable and efficient discharge of his
duties and the only cause for his re-
moval lies In the fact ttiat another fel-
low wants his berth and has the influ-
ence to get it. These are potent factors
in politics and is “the sword of Da-
mocles” that always hangs over the
office-holder’s head.

Another Excursion Coming.
On the 27th instant Raymond's vaca-
tion excursion of Boston will arrive in

date the party during their stay here.

Broke Her Neck
Two young men named Horn were
driving a cow before them on Belvin
street yesterday afternoon and the cow
taking a sudden start ran across the
bridge on that street. Her rope which
was dragging on the ground caught in
the boards of the bridge and the cow
was jerked back so suddenly that her
neck was broken and she died almost
immediately. She was a fine animal
and was being driven to be sold.

The rumor that two beer saloons wt re
recently started expressly to qualify the
proprietors fot the olfiee of aldermen
turns out to be unfounded. They are
not angling for municipal honors.
The scarcity of stock water now af-
flicting the country should induce stock-
men and farmers to bore artesian wells
to supply their tanks with water. De-
lay will only subject them to heavy
oases. With abundance of artesian
wills West Texas would blossom like a
garden.
Calls on men to run for office gene-
rally get them Into a scrape. Yet these
calls tickle vanity and feed pride. The
cullers don’t always vote for the man
they dragged out.
'The school teacher should be assisted
by the parents of the pupils. Children
should lie trained at home In the art of
good behavior anj the rules of morality.
Ross now holds the helm of the “Ship
of Mate” and is the fountain of bonore.
The single woman that receives with-
out rebuke a letter breathing love from
a man whom she knows to be married
resembles a moth fluttering around a
candle and Invites her own ruin.
The woman that knowingly marries a
drunkard is out of her right senses.
Marriage never reforms drunkards
though women Imagine it will have that
effect when their lovers tell them so
“Bloated promise and lank performance”
tells the tale.
Facility of obtaining divorce degrades
marriage Into concubinage since It Is
annulled so soon as tbe parties tire
of it.
Boys and girls boyhood and girlhood
have gone out of fashion. Men and
women are now born they do not
grow Into manhood and womanhood as
in former days. If this be the outcome
of civilization there must be a screw
loose about our much-vaunted civiliza-
tion that needs to be tightened.
Bachelordom possesses many advan-
tages these days. It is quiet and peace-
ful even if buttons will Insist on coming
off at tbe wrong time.
Where a woman knows b<forehand
she will have to support a man with a
good appetite she is crazy if she mar-
ries such a;man. Better live and die an
old maid than to shoulder such a load of
dead weight. A man In health that suf-
fers his wife to support him is undeserv-
ing of the love of a true woman and de-
serves to be pelted daily at short range

there was no excuse fora man to steal
horses in Texas. The value of an ani-
mal whether horse or cow was not the
question If there are 700 men in the
penitentiary for horse stealing there
were perhaps 1700 outside who ought to
be there for such offense.” The latter
statement was the source of considerable
laughter In the house.”

Mr. Ritssi's numerous friends have pre-
vailed upon him to make the race al-
though previously lie has been too mod-
est to announce. He once served In this

ter street commissioner than ever.

A pleasa't dance was given last night
by a number of young men and their
lady friends at the Gonzales homestead
on South Flores street in honor of Mr.
and Mre. Garcia of Monterey. A line
band was In attendance and the party
assembled enjoyed themselves fully
until quite iate. Among those present

Our Seventh Volume.
With this issue of the Light it enters
upon its seventh volume. It congratu-
lates itself and San Antonio upon tbe
changes that these six years have wit-
nessed in the growth amt development
of tbe city and looks confidently for-
ward to tbe years to come as holding in
store greater changes still a larger mu-
nicipal progress views more in keeping
with the metropolitan position of our
beautiful city new and more important
industrial enterprises greater regard for
tbe city’s health and beautifying more
public spirit in developing our resources
and publishing our advantages abroad.
In all this work the Light In the future
aa in the past will be found ready to as-
sist In everything that gives character to
our municipality and prestige to our lo-
cation as tbe very hub of all health sec-
tions ot America. The great changes
wrought tn these six years are but ear-
nests of the greater changes yet to
come. The Light keeping pace with
the growth of the city has enlarged
again and again until today it is the
?ueen of all evening dallies in Texas
te weekly issue leads all others for tbe
fullness and variety of its news columns
and it enters upon this new year full of
hope and promise believing that its fu-
ture will be as its past and more abun-
dantly. .The patrons of the Light have
stuck by it as a friend that is Closer than
a brother and the Light has always
been duly appreciative of this fact. This
appreciation may be farther shown be-
fore tbe close of this publication year In
changes that cannot but be gratifying
alike to its proprietors and its patrons.
