on the Koss inauguration after bowing

The death of Gen Hazen having left
the field open for a bead to the signal

The Interstate commerce bill calls for
queer comments from all sorts ofpeo-
p'e. The railroad terrorists are pres-

interests and lobby will not now be dis-
tributed over thlrty-eigbt states but
will be concentrated at Washington. It
is probably just as easy to watch one
big lobby as thirty-els' t little ones. The
national congress which baa Initiated
this monument for government control
of the great carrying interests of this
Di lot can be trusted to look out for the
rtilway lobbies that threaten to com-
bine at beadquarters. The only real
objection against the bill Is from the ex-
treme advocates of state’s rights. There
may and doubtless will be crudities In
it but those will be elemenated In time.

west Texas. The particulars of the
meeting held last night and the formal
propodllon from the Marquis De Mores
A Co. will be found In our local col-
umns. The only thing asked tor Is that
Sao Antonio takes one tourtll of the
capital Slock of *3X1.010 making her
siock aubacripllon $75000. The bal-
ance $225 000 to be taken by the stock-
men. who are to lurnlsb cattle at a given
price for a term of two years from the
date of opening the works. Two-thirds
the amount of such cattle to be paid for
in cash by DeMores A Co. and the other
third in stock ot the company. That
firm also guarantees certain dividend of
the net earnings to the stockholders and
ten per cent to the employes. The ben-
efits of this meat plant in San Antonio
can scarcely be overestimated. It will
ensure at this point the employment of
al least i.ve hundred persons and be the
means of disbursing vast sums of money
in this section. San Antonio business
must look after the work required to be
done In Ibis city. The stockmen of the
southwest may be trusted to look after
theirs. The very rumor true or false
that St. Louis and Chicago have sent
men to this city to quietly work against
tbe scheme should stimulate our people
to the greatest activity. The planting
of these works here would take millions
of dollars out of the pockets of Chicago
and St. Louie and put them in our own.
Of this fact the packers of those cities
are well aware and no possible means
of discouragement will be left untried
io prevent a plant such as is anticipated
here. This movement so nearly oc-
op. ratlve in Its character in the very
center of the great southwestern cattle
district with our gulf outlet at our very
doors will give San Antonio advantages
over every other rival for this plant. If
to these advantages are addtd such co-
operation as our citizens can give in the
way of stock subscription and possibly
it ducements in the way of free location
there will be little question of the suc-
cess of the enterprise. Never before
has San Antonio bad such an oiler for
securing a plant that when fully es.ab-
li-bed will be worth fully one million
dollars and be the means of largely
stimulating £very industry in the city.
Ibe committee to whom this work is
given should find no lukewarmness on
(he part of our people in meeting them
half way.
The old grind goes on about the north
having no reasonable faith in the south.
The simple tact is that the north does
not speak or think slightingly of the
south once for the twice that tbe south
o trages propriety and belittles herself
by wanton attacks upon northern men
northern journals and northern institu-
tions. The north has never antagoniz (I
the south save in tins—in tbe south pro-
»<rlption for opinions is still in force.
Even Grady of tbe silver tongue. Is de-
nounced by southern journals because be
eulogized Abraham Lincoln in his great
northern speech. Where in the south
would such a welcome be extended to
a northern journalist who eulogized the
north as Grady did bis own section and
peoplt? Tbe north Is not ungenerous
and only ungenerousness is so evil min-
ded as to thus judge.
The North Carolina legislature passes
strong resolutions favoring the Blair
educational bill. No measure yet of-
fered in congress proposed such benefit
to the south as did that bill; no measure
ever had such obloquy heaped upon it
as was heaped upon this. One would
have supposed from the curses both
oud and deep with which it was re-
ceived that every sentence was an an-
athema maranatha pronounced against
some petted idol of the south instead of
a measure taxing northern property for
purposes of southern education and re-
lief.

Two Republics from which this item is
clipped does not inform an anxious pub-
lic on which side of the late unpleas-
antness this gentleman made himself
prominent. Shades of the holy saint

hirelings. The bitterness of death is in
the tbought.
Changes Needed in the Jury Law.
The time that was consumed in se-
lectlng a jury in ihe pending case of
L ly Gibson was absolutely wasted and
ought to convince the legislature of the
propriety and necessity which exists
fur a material amendment of tbe law in
this respect. As tbe law now stands
ihe valuable time of tbe court is con-
sumed in tbe tedious formaltv of select-
ing Juries in capital cases. a< d generally
ihe best material for juries is excluded.
Nor is all this formality and consequent
delay. In any respect promotiv- of the
ends of justice. An impartial jury Is all
that an Indicted party Is entitled to ask.
and this could be had much easier in
vase the law was simplified as regards
ihe selection of juries as nine men out
of ten read new.papers It Is sheer folly
to disqualify them for sitting on juries
merely because they have read the pre-
liminary trial in some newspaper.
Either forbid newspapers to pubLsu the
particulars and facts ot criminal cases
or change the law as to tbe manner of
selecting juries.
Il would be a most excellent
measure to authorize nite jurors out
a panel of twelve to return a verdict in
civil and criminal trials. Such a law
would put anen 'to bung furies and mis
tna e. as well as" to tempering with and
bribing jur- rs by wea tby p«nlea It
would hardly be possible to bribe four
jurors out ot the twelve; and. I would
'equlre that number to make a mistrial
In case nine jurors should be authorized’
to render a verdict.
Delaware has had such a law in force
for some years and It baa worked ad-
mirably. There baa been no pretence
that such a law contravened the consti-
tutional garunty of trial t>y jury since
the co.'stitutlon nowhere prescribes
that twelve jurors must concur in the
verdict.
This change would save thousands of
dollars annually to the state that are
now wasted in mistrials and would re-
move much of the complaint heard
against petit juries
It could be tried for two years and. In
case II did not operate satisfactorily the
nex legislature could repeal it. It
would work just as well in Texas as in
Delaware. Jeremy Bentham.

San Antonio has a ho«t of men who
could lid the office of Aldvrman without
ba f trying and the office will not go
begging.
The demagogue may always be known
by his gush about the rights of the down-
trodden poor a d the happy changes he
will Introduce In case poor men will only
elect film lo office. He wears two f.ces
and speaks with a forked tongue and is
intensely selfish.
The Times says If It was a sensational
paper It uullld give the details of a family
row In the upper cruel of ■mui Antonio
Society where a servant girl stole the
husband's aflecilons; but such a hint la
worse than Ihe full exposure of the
affair since t gives room for speculation
and gossip that may saddle the scandal
ot Innocent parlies. The public has no
right to expect to be regaled with a
highly spiced and seasoned dish of pri-
vate scandal.
It would he an excellent plan for the
citizens. Irrespective of party to call
out and elect a suitable man mayor
without consulting ward bos-es and the
strikers and under strappers of the ring
i he thing can be done very easily.
The legislature appears to look on
newspapers as nuisances. Such Is al-
ways the case with those who prefer
darkness rather than light because their
deeds are evil.
A new brewery will soon be In opera-
tion In the city and no one needs suffer
from thirst.

per is to the tamale and should not be
omitted.
Two fires the same night is a lively

The military matters on the French
frontier; tbe commotion in Belgium
over tbe play carrlcaturlng French re-
publicanism and tbe row that followed
in Brussels; tbe singing of tbe Marseil-
leseardtbe excitement following; the
mystery which surrounds French mat-
ters on the border and tbe growl In Al-
sace and Lorain all point to a very
critical condition of affairs. The En-
glish press assert most positively that
Germany has determined to ask certain
explanations of France. France is not
at all likely to answer these with any
degree of satisfaction.to Germanyand if
war is to be predicated upon that un-
satisfactory reply war it will be and
that right speedily.
The little Statesman makes a frantic
cry for the legislature to order the sena-
torial candidates before it to make a
stump speech ea< b before the ballot is
taken; and says in all apparent serious-
ness each aspirant should be “wi ling
nay anxious to let the members know
his position on every leading national
question of the day.” The United
States senator who travels to h's seat Hi
Washington with bis mind made up on
every national question as an old wom-
an makes up her teds in the morning
is not ihe sort of senator that Texas is
hankering after. The legislature of
Texas will chose a man for bis abilities.
If they chose wisely and trust ide
knowledge and tea bablene-s to direct
his movements at Washington. The
man who has made up his mind before
going there will unmake it more than
once in the course of his investigations
and tbe knoweldge that will come
through tbe work of tbe senate or be
will remain a consummate ass to tbe
end of the chapter.

From a feeling of gratitude and a’desireto
benefit others. I voluntarily make this state-
ment: I have great reason to bethankful
