form street railway law in the Wilson
bill which has fust passed her senate.
This bill provides for the changing of all
street railway lines to cable or eleoiric
Unes under certain prescribed condi-
tions extends the grants to fifty y< are
reduces all fares to fivecentsand levies a
state tax of one and one-half per cent of
gross earnings.
Thk New York Sun turns its beaming
eye towards the New Fonndland fog
banka and in view of that province’s ob-
jections to remaining in the Canadian
dominionmildly suggests the benefits of
turning its attention to the United
Stated dominion as larger and more ad-
vantageous. Such a settlement of New
Foundland’s ditiieultles might go a long
way towards settling our periodical
jamboree over fisheries questions.

Thk yachts Dauntless and Coronet
cleared from New York Saturday after-
noon for their race across the Atlantic.

and escorts whieh attended them at the
Start were soon left behind. A press
representative was on each vessel and
the particulars of the run will be duly
beralded when the yachts arrive at
Queenstown. The arrival of these
schooners will be awaited with intense
anxiety on both sides of the herring
pond.
Now- that the thing is done and time
for reflection has been given there is a
growing opinion In the best democratic
Circles that it was wrong in principle
and contrary to the platform declara-
tions of the national convention to have
forced a non-resident register of deeds
upon the people of the District of Co-
lumbia. The attempt made by the presi-
dent to place the republican senate in
the attitude of hostility to the colored
race by refusing to confirm a non resi-
dentcolored nominee has not succeeded.
The senate rejected Mr. Trotter on the
first nomination but when bls name was
returned to them by Mr. Cleveland they
wisely concluded to confirm the nomina-
tion as thus forced upon them and leave
bls excellency to make his ow i explana-
tions to bls party for violating the prin-
ciple so plainly set forth in the national
platform.
Now that the lion of the tribe of the
congregationalists is dead the living
doge are having their day. Men who are
not worthy to bear the shoes of the in-
comparable divine are stirring the
waters of his life with their little poles
to see what mud they can stir up from
Its deeps. H> nry Ward Beecher’s name
works and character have become mat-
ter of btotory and the verdict will be
rendered by that larger jury before
whom the case has now gone. The ap-
peal is from the narrow sectional unjust
judgments of today to the universal
catholic and instructed judgments of to-
morrow. This latter verdict made up
with all the acts before itafter prejudice
Is dead will stand. For that judgment.
Mr Beecher’s name and fame and the
hones of his beloved ones can confi-
dently wait.

Orleans or Florida as favorable aciluiate

of San Antonio or Southern I'exas. In
l Chicago about fifteen per cent of all
deaths are from pneumonia bronchitis
lung difficulties or some aflecllon of the
respiratory organs. In New Orleans the
death rate from these causes is about six
per cent of the total deaths and in tins
J city about one half that. There is no
doubt that the climate of this region Ie
more favorable to the weak lunged deni-
zens of our blizzard stricken north than
any other region in the United States.
Thk railroad corporations of this state
have the Houston Post and the Austin
Statesman as their Indefatigable agents
in this state. The introduction of any
measure into the legit-lature looking to-
wards the control of railway corpora-
tions is made the occasion for a jump
onto the back of that altogether too In-
competent body that fairly makes the
fur fly. The railroads of Texas have
heretofore held their own and do not
now seem to be in any immediate dan-
ger of collapse from legislative antagon-
ism.
Matters are culminating with the
English conservatives. There is no har-
mony among themselves on questions of
Irish policy. The evidence of Gen. Bul-
ler has covered them with confusion
thrown their camp Into consternation
and greatly strengthened the hearts of
the opposition which under Gladstone
will push the tight for Irish home rule
and against coercion to the extent of
breaking up the government party If
necessary. Bright seems to have fallen
upon degenerate days and does not
sense the changes that are demanded In
the internal government of Ireland. He
is too utterly English to b»ve any real
conception of Ireland’s wants and too
John-Bull in his make-up to consider
favorably any plan that lessens by a
hair’s breadth any grip that the British
government may have upon either
Wales Scotland or Ireland. He could
devise liberal things for English trades-
men. but not for Irish renters and Scotch
crofters.
The Calhoun monument which Is ris-
ing rapidly in Charleston South Caro-
lina. will be unvailed on the 261 h of
April. The design Is very simple and

position on Knights of Labor matters
and in the recent utterances of bis semi-
official paper at Montreal L’Electeur.
there is every reason to conclude that
he is gracefully preparing to back
down and out of his old position on his
return from Home. L’Electeur says.
Cardinal Tascbereau did not condemn
the Knights of Labor upon bis own mo-
tion but simply communicated to bis
flock the instructions be bad received
from Rome. His eminence is now
said to be tn full accord with Cardinal
Gibbons in this matter.
The Chicago democracy are endeavor-
ing to reform the party. They are not
proud of it as now constituted. Their
sense ot self-n sped revolts against the
party being run on the "sole ground of
personal allegiance to a man who con-
siders blmself greater than the party.”
The demand is for a free expression of
democratic sentiment at the primaries
and the dethronement of the bribe
takers bosses and boodlers. Let the
Chicago democracy carry out these re-
form ideas and the party will need to be
introduced to itself. It certainly will
not be recognized in its new cloths. It
will be a great day for Cook county
wben tnese reforms are inaugurated.
Thk courts in Texas will move on in
the even tenor of their way and judges
will sum up and charge juries as here-
tofore. after counsel have finished their
arguments. The stale senate has
squelched the house bill making the
judge’s charge precede the argument of
counsel.

Illinois Is considering very seriously
ihe question of furnishing free text
books to the children in the public
schools. In order to do this at least cost
to the state and at the same time keep
convicts employed without bringing
them into competition with free labor.it
is proposed by her legislature to set the
convicts at work printing and binding
the school books for free distribution.
I'nis plan will certainly have the merit
of originality. As to furnishing free text
books it is only a question of time when
all text books for public schools will be
furnished by the state. Compulsory
education will come as an adjunct of
this and then and not till then will the
state be so placed as to successfully
carry on her educational work. Intelli-
gence is tbe only substantial basis for
responsible representative government.
When Cleveland’s eulogists undertake
to make out an exceptionally brilliant
record for his administration they un-
dertake more than they can accomplish.
The summing up of the whole case can
be done in a nutshell. Judged by the
acta of the past two years the country
can not but see these things Grover
Cleveland ha* not harmonized hi* own
parti; he has not swayed his party on
the qu--lion ot fl»oal or civil service re-
form; he has not induced congress to re-
duce the revenues; he has not impressed
upon congress his larill policy or his sil-
ver policy If he has any; he has not
marked out any programme for his
p rty; be lias not reduced the cost of
running the government; he has not im-
proved the character of the public ser-
vice; no better men are In subordinate
po-ltlona than occupied these positions
under Arthur or Garfield or Grant; the
government is In no sense more effi-
ciently adminlst' red than before he
came Into office; his state department is
tbe most inefficiently administered of
any that this country has known since
18*10. His commendatory acts have all
been noted and they are of a very uncoh-
sequentlal character. The one thing
that he has dune is to keep the machine
running as nearly as possible In a repub-
lican groove and in this lie has only
been partially successful. He has shown
bimsels an honest dull man of stubborn
impassive character and decidedly of
tbe common order. Under this Impar-
tial judgment of his administration the
assertion that "he has impressed bls
purposes upon all his subordinates and
demanded compliance with the larger
features of his policy” is s mply ridicu-
lous and is so accepted by many demo-
crats in high places.
Thk republicans of the state of New
York have taken up the Crosby high li-
cense bill and made a party measure of
it. This bill makes a full liquor license
$lOOO and a wine and beer license $lOO.
It is a practical temperance measure in-
tended to reduce the graver and grosser
evils of liquor drinking The saloon
keepers oppose It toa certain extent but
the prohibitionists are furious over It.
Anything that decreases drunkenness
r be prohibitionists can be put down as
opposing with all their power. Free
whiskey or probibition is theirdemand.

the vine has supplanted the root. Pro-
hibition is not taught In tbe scriptures
and preachers have no authority to
preach anything tbat is not taught in
the scriptures. I challenge a denial of
the truth of this assertion.
Why not prohibit the sale of opium
in all Its forms and of all poisons? Why
not prohibit the sale of tobacco? When
fanaticism once starts there is no fore-
