Tbe Chicago anarchists cannot possib-
ly be banged before next fall. If tbe
lower court is sustained by tbe supreme
court the decision will not be known un-
til tbe court meets in September and
tbe sentence must follow that.

House asks conference on senate
amendments to reformatory bill; passes
tbe physiology and hygiene school bill;
passes bouse bill 345 (Gresham’s amend-
ed railroad bill preventing schedule of
rates); refused to validate tbe acts of tbe
land board; land bill came up and was
tendered but no conclusions reached; re-
fuses to concur in senate amendmets to
high license bill.
How It Occurred.
It is stated upon good authority that Stone
the man who murdered contractor Mather-
•on.of Boerne was a gambler who played
with tbe laborers won their money Irom the
men. and thus secured their time checks He
presented a check so obtained to contractor
Matbereon and remarked that he must have
money or blood right away Matberson took
it as a joke and smilingly answered: “Well
I’ve got no money and I suppose you must
have tbe blood" whereon stone shot and
killed him. Stone had been turned out of a
camp for gambling before and was reputed to
be a bad man.
There is some talk of Ma! herson’s friends
suing the railroad for damages but as furan
can be learned there are no grounds for action.

The cours have restrained you from soiling
the prairies as hitherto with the accumulated
filth and garbage » f this etty-a question that
all inland cities must tackle what to do with It:
you must build two furnaces—one on the east
one on the west side of ihe city. Machinery
for sweeping streets must be had—also for
better pn*serving streets. The revenue
of the city wilt not admit of these
things unless you make your
taxes greater than $1 Sfi which c m not be in-
creased without h trdship to the many. This
question must be met and determ ned for
which reason your committee will bring In a
resolution asking the taxpayers to vote $150.-
UOO for those purposes set forth including at
the same time the amount required for a com-
modious city ball.
We can acquire all these things which are
of vital importance to tbe health and comfort
of a city on our bonds and still keep tax rates
at the same figures as In the past enjoy their
benefits and comfort without feeling that tbe
cost was great.
We have a difficult task because of the bur
den imposed upon tbe city for operating a
large hospital that may coat from $15.00U to
$2iM)OO a year a question hard to determine
until an experience has been acquired from
one or more years’ trial.
The near approach of epidemics and fear of
them has actuated this committee In making
every effort towards promoting and preserv-
ing the health of this city. To this end we
have asked a sanitary inspector for each
ward and appropriate our street and bridge
fund entirely for the purpose of maintaining
dean streets and good repair. We leave you
a larger contingent fund than last year to
draw upon for such work as you may require
tbe street commissioner to perform.
We have made a new appropriation not in-
cluded in former years viz: For purposes of
keeping the parks in good order and repair.
The fire department have asked for addi-
tional appropriations for other paraphernalia
needed. We have left same for the council to
act on when the demand is made in the
proper way.
The item "city offices” will strike you as
largely increased but in explanation the com-
mittee desires to say that they have placed
this year all elective and appointive officers
I e heads of departments. In one claas
hitherto they hail been divided as a part or
each department.
We ask you to listen to the reading of the
budget and to approve same as we have made
it. believing we have gone to the limit in its
magnitude 1. e. as far as the best Interests of
the city will at present warrant.

Belknap stated that the pay allowed for city
carts was $2.25 anl for laborers $1.50 per diem.
After some discussion oi the report It was
adopted unanimously. Also this resolution
of Col. Belknap.
Resolved That the mayor be authorised to
call a special e*ection for the purpose of ob-
taining authority from the taxpayers of jtbls
city for the Issuance of ($1500U) one hundred
and fifty thousand dollars In 10*3U 5 per cent
bonds for the purposes hereinafter namedviz:
Obtaining and erecting suitable machinery
and buildings for tbe better interests of this
cltyto-wit A city hall court-house and Jail
combined: two furnaces for the disposal of all
garbage and filth; machinery rtqulrud being
rock crushers street rollers and machines
for sweeping streets; tbe same to be held at as
sarly a date as possible.
The following resolution was read by Colonel
Belknap and referred to tbe committee on
public improvements:
Resolved That the mayor be authorised to
issue $50000 public Improvement bonds for
1887 to be expended this year under the di-
recton of tbe counci l ln beautifying and mak-
ing attractive Main and Alamo plaxaa with
parksand fountains and Miiltaty plaza In
tietter condition for merchandising and the
following streets leading Into and between
same: Market. Mai- Houston etc. That ths
engineer be directed to prepare plans and es-
timates at once wbat work shall be required
to obtain this end. and furnish same to this
council at bls earliest convenience.
Belknap called attention to the fact that tbe
contract for lighting the city with gas had ex-
pired. and wanted It renewed.
Gallagher raised a point of order that the
special meeting was called for a special pur-
pose and the council could not go outside of
The mayor ruled that the point of order was
well and the oouncll adjourned.
Run Away.
The Feather cleaning company team again
run away tbis morning while on Houston
street and was not stopped until it bad gone
some distance down Crockett street. In the in-
terval Albert Huppertz wbo was driving was
thrown out bad his clothes considerably torn
and was much bruised and two wheels of tbe
wagon were torn off.

A lady who came into tbe city yesterday on
Southern Pacific excursion went Into Dowling
A Flood's drug store in a great state of excite-
ment. and explained that she bad just discov-
ered that she had lost ber purse containing
money ticket te California baggage check
and was without means of going on ber ex
cursion staying here or of returning home.
After she had calmed down she went in search
of the purse and found it just where she had
before alighted from a street car on which she
had been riding. Her loy at her good fortune
can be batter imagined than described.

To Bee His Niece.
Last Wednesday night a little excitement
was created on North street in the premises
of Mr. Gunsborougb of tbe Southern Manu-
facturing company by Ex-policeman Ryman
calling and knocking at the front door. Mr.
Gunsborougb asked who waa there and re-
ceiving no answer did not open the door.
Presently he heard conversation in the rear
of his house and found Ryman taking to his
servant woman whom he alleged was his
niece. After being ordered off the premises by
Mr. Gunsborougb a fight ensued which ended
by Mr. Ryman going out the front gate. No
arrests were made but the whole neighbor*

and towns but Senator Woods practically
killed the bill by moving tbe postponement of
further consideration for an Indefinite period.
This was carried by a vote of 15 against 10 and

needed and desirable refornoatlon.
