HUMAN IF CRIMINAL
The recent revelations that have been
made in Mississippi concerning the
treatment of prisoners in the state peni-
tentiary under the lease system occa-
sions profound sympathy with this un-
fortunate class many of whom are as
much sinned against as they are sinners.
Texas may well cat'srratu bite herself
that past. This is but one step
however in the way of a mure humane
and intelligent treatment of our crim-
inals and our philanthropists who are
so terribly exercised over the conse-
quences of the licensing of saloons in
Texas will find a very fruitful theme
for their speeches and labors in endeav-
oring to rescue from the dominion and
ranks of crime those w ho have come un-
der the prunltive and corrective disci-
pline of the state. Perhaps it were a
misnomer to call it in any sense correc-
tive but corrective it certaii ly should
be made if any permanent results for
good are to follow the administrations
of prison discipline. There is but one
idea that needs to be thoroughly in-
grained into the mind of a prisoner to
make a very marked change for the bet-
ter in his prison deportment and lead to
a radical change in his conduct upon Ins
being again restored to his liberty.
That idea is that as a mere business
investment it pays better to be honest
industrious and law abiding thsn it does
to be dishonest idle and law breaking.
The sentimentalities ot the situation are
very largely lost upon the average law
breaker. He is taught mainly as the
rest of mankind are taught through his
experiences. Let him meet with such a
discipline while in prison as to convince
him by practical test that bls own com-
fort quality of food treatment privil-
eges and all else that be deems desirable
depend upon himself and will have
learned a very important lesson. Let
the convict be made to see that work is
a necessity of life by noting that those
who cheerfully work in prison are well
fed and better cared for than those who
do not work; do not make bis work com-
pulsory but dependent upon bis willing-
ness and it will be only a short time be-
fore he will desire work as anxiously as
the ordinary prisoner shuns it. Let this
desire for employment be fostered by
making proficiency as well as dilligence
a condition of still more favorable treat-
ment better food improved conditions
more liberty and tbe stimulus to obe-
dience and close attention to work will
soon work a revolution in the man’s
own mind. His intellige nee soon grasps
the idea that the same attention to
work and the same regularity of habits
and tbe same dilligence outside tbe
walls of prison would gain for him bet-
ter food more liberty and larger oppor-
tunities of enjoyment with only one balf
the hours spent In toil. Thus bis rea-
son and common sense are put to work
upon the problem of his own life in its
relation to law and be sees very plainly
that his interests He on the side of so-
briety honesty dilligence and con-
formity to the laws of society. He
ceases to regard society as his enemy and
learns to find in himself the
reasons for all tbe prunittve dis-
cipline under which be has suffered.
Let the watoheare of bis state be ex-
tended him on leaving his prison yard*
until employment can be secured in the
new trade or occupation be has there
learned; let a decent per cent of his
earnings be at his disposal as he may
need themthe state acting as his trustee
until he gets settled in his new way of
living and the chances will be ninteen
out of t wenty that such a man will have
seen his last of prison life. This work
of reformation in a practical way is
greatly needed in this state and it Is not
to the credit of this commonwealth that
her prisons are almost exclusively mere
schools of viciousness from which crim-
inals emerge more reckless degraded
and dangerous than when they entered.
'NO WONG-CHIN-FOO
I'lM Intellectualism of the educated
heathen Chinee 1s the “fad” Just now
among the llu ratl of this country. The
conclusions of such men concerning our
civilization government and Industrial
and social progress are paraded as some-
thing valuable in the sum total of our
knowledge of ourselves. We do not see
It. This whole openg of interest In
the silk coated celestials of China and
Japan is a mere fashionable craxe. A
desire to be and appear something out
of the ordinary. It is the rage Just now
to have an educated Chinaman or .lap
for a pet. Tbe fashion demands that
just as it demands a certain style in a
fashionable woman’s png dog or the
co or of her hair. Tbe very conditions
of our civilizations are beyond the grasp
of the mind of orientalism. "John" and
the "Jap” particularly John Is a good
Specimen of the monkey. Imitative to
a high degree but as conservative as
death itself they originate nothing are
utterly Incapable of making Innovations
and cannot by the very constitutions of
their minds apprehend in any sense tne
tendencies of our civilization or the re-
sults of our progress. They should be
left alone. It may be all very well for
our swell society girls to make pets of
their celestial curiosities and draw a
season’s amusement from the *• latest
thing out” but the tendency is to lead
statesmen and p iianthropists to look
with the Indifference of accustomed
things upon tbe race now flooding this
whole western country with aneflete ori-
entalism. as destructive to all
our progress as were the locusts of
Egypt to the fields of the Nile agricultur-
ist. We are playing with a fire that will
consume our civilization when we dally
with this swarm of Mongolians. Senti-
ment cannot deal with the question. It
must tie relegated to the consideration
of R genuine American statesmanship
a statesmanship which regards the in-
terest of Americans as of the first im-
portance and would restrain all hurtful
immigration.
EDITORIAL BREVITIES
It is pretty nearly time that some one
put a muzzle upon free trade Medill of
the Chicago Tribune Medill is mud-
dled.
Maverick county is not large in votes
but in doing according to her ability she
has few rivals. Lees than six per cent
of the vote of that county was for the
amendment.
Millbrook Graham county. Kansas
City was blown straight out of existence
by a strong wind at about the same hour
on the kh of August that prohibition
was blown out of Texas. Kansas is
windy.

'I he St. Louis Globe-Democrat in pro-
nouncing for prohibition as a republican
measure tins gone beyond the returns.
Ihe democrat Las no warrant for such
a conclusion. Its personal attitude to-
wards prohibition is its own affair. In
attempting to commit tbe republican
party to such an un-American idea it
gives aid and comfort to democracy.
Texas got a little ahead of Old Ireland
in wiping out coercive measures of gov-
ernment. i’here is no need for discour-
agement however. Coercion is not a
product of this age and the indications
are that tbe day of oppressions in Ire-
land is drawing to a close. The good
work of Parnell and Gladstone is bear-
ing fruit and the Salisbury-Chamberlain
crowd will drop from the tree ot power
some of these days like untimely tigs
shaken by an east wind.
It matters little in what shape it
comes whether as a mercbants ex
cliange. board of trade public improve-
ment committee or in some other form
but this city imperatively demands
some organization of active business
men to give direction to the latent forces
ot this city. Ibe results within our
reach if properly sought are such as lie
within the compass of no other city in
Texas.
It is very much to be feared that the
odium attaching to the prohibit ary
amendment has downed all tin* other
amendments submitted. The registra-
tion amendment while only a start In
ihe right direction was a start all the
same and bad it carried would have
paved the way for the extension of the
regulation to all sections of the state.
Taken from tbe statute book where it
was placed by the republican party of
Texas it now devolves upon the democ-
racy to restore what they have so
senselessly removed. They are alone
responsible.
The attempt of northern Texas fana-
tics to break in upon the legalized In-
dustries of this city and make valuable
properties the mere shuttlecocks of un-
warrantable usurpations has come to a
speedy end. Having buried the monster
that threatened our property it is now
in order to double our diligence to make
good every promise of a glorious in-
crease to our noble city. Taking a just
pride In her 4th of August record her
citizens should show their appreciation
of ber spirit by coming up unitedly and
earnestly to the aid of every enterprise
promising good results to San Antonio
i bis city only is in need of a proper di-
rection. There are brains and capital
and energy and willing bands enough in
this city to do all that is necessary to
put Santone in tbe very forefront of
state progress. Some old barnacles must
be scraped from the hull of the snip be-
fore she takes the water for a successful
voyage; but these barnacles are already
seen as an eye sore and when the time
comes they will be scraped off uncere-
moniously.

For several months Peter Horndyke a
well know gold miner of the Nan Juan
country has been coming to Durango
on weekly visits buying each time all i
