THE PRESIDENTIAL MESSAGE.
Tbe president’s message Is before the
country. If the democracy of the coun-
try are satisfied with Its statesmanship
the re; Chileans surely should 11 **
safe to say that no such document was
ever before presented to this nation as
the message of Its chief magistrate; and
it Is equally safe to say that when Its
author retires to the shades of that pri-
vate life for which he must be so pre-
eminently fitted having r.oqualifications
for public life no such document will be
again presented. The sole subject with
which it deals Is the subject of tariff re-
duction and this it would accomplish
so as to add increased protection to
American labor. As James Russell

couldn’t have told you outlier”—Just
so Grover seemed to stand in this mes-
sage and whether he feels most uncom-
fortable with bls heavy reduction of tar-
iff foot foremost or bls Increased pro-
tection to American labor in the ad-
vance It would puzzle even Carlisle to
tell. Dan Lamont certainly bad no hand
in that document. It is Grover Cleve-
land all over. Heavy Indistinct ver-
bose a perfect mass of mixed meanings
and evidently Intended to front north by
south for election purposes in 1888.
That it will fall of Its pur-
pose there can be little doubt. The fact
is significant that while this document
wee being read in congress the wool
growers of the country against whom
bis message seems more particularly di-
rected than against any other class of
American producers were in session un-
der tbe very shadow of the capital tak-
ing steps to protect tbe wool interests of
the country from the destructions threat-
ened in tbe presidential recommenda-
tion. The lame and Impotent manner
of presenting his views accords well
with tbe restricted and circum-
scribed nature of the recommen-
dation. There is not one word
about the foreign relations of govern-
ment; not one word about the fisheries
question; the Bberring’s strait’s diffi-
culty; tbe Mexican border imbroglio;
postal telegraphy; regulation of immi-
gration; river or harbor improvements;
naval and coast defences; Nicaragua
canal; South American trade; civil ser-
vice reform or anything else. The
Alpha and Omega was “surplus’’ and
how to get rid of it without expending
it; internal revenue and bow to Increase
American protection by removing
duty on foreign manufactured
articles. As to service reform
tbe presidential finger did not
approximate it. The agonizing cry
of three years since was lost as the
voice of a drowning man is lost in tbe
roaring of a gale; lost in tbe mighty
voice crying for continuation in office
which rolls over the land like tbe thun-
dering voice of many waters. As an
electioneering document Intended to
bridge the chasm between the free
traders and the protectionists in the
democratic ranks the paper read before
the congress of the United States yes-
terday was a success. It was sufficient-
ly clear in what it did not say and suf-
ficiently uncertain in what it was sup-
posed to say to answer very well the
purpose of drawing the blanket over the
heads of both factions of the democracy
and keeping them in their little bed un-
til after November 1888. As a state
paper dealing with the great questions
of the hour and shadowing forth tbe
direction in which congress should
move in Its dealings with the vast body
of subjects that must engage Ita atten-
tion the message was an abortion. It
Is only remarkable tor what it did not
say and fittingly represents tbe nega-
tive character of tbe whole administra-
tion once it travels outside of the beat-
en path of political party ethic

recent scheme for decimalizing the
pound sterling was well supported tbe
plan being to adopt the mill as the unit
and divide the sovereign Into 1000 mills
thus making the half-sovereign equal
800 mills the crown 250 the double
florin 200 the half-crown 125 the florin
100 the shilling 50 and the sixpence 25.
in Wiesbaden a step in decimal time-
keeping has been taken. A new clock
divides tbe day into 10 hours the hour
Into 10 decades the decade into 10 min-
utes the minute into 10 seconds and the
second into 10 rays Similar unite take
the place of the usual degrees minutes
and seconds in tbe division of tbe circle.
M. Sadi-Carnot tbe new president of
the republic as the compromise presi-
dent insists that there shall be no rup-
ture among the republican factions but
that all republicans’ of every shade shall
unite to sustain the administration vote
the budget and show a solid front to the
monarchists and socialists.
The President lost no time in sending
the name of Lucius Q. Lamar to the
United States senate for confirmation to
the office of judge of the supreme court
of the United States. It now lemalos to
be seen how much time tbe senate will
lose in deciding that tbe appointment Is
one in which it cannot concur.
THE EFFECTS OF A SPREE
A Soldier Loses a Good Position and
Gets Into a Heap of Trouble
by It.
Private Stoppier Is attached to the ar-
tillery battery at the post and nad what
is termed a “soft.” job for he Was valet
to Lieutenants Millar and Scrlver but
he didn’t know how to appreciate hie
good fortune. On Sunday he was “out”
for the day and he went to where the
officers horses were stabled and de-
manded them on behalf of his master.
Being in the habit of getting the horses
under similar circumstances they wtre
given to him and he went away riding
one horse and leading the other. A
short time after he met an infantry
man and invited him to ride
the unmounted horse. This was
accepted and the pair went to
Fest's garden and had a good time. T:.e
Infantry man like a good soldier re-
turned to hie quarters but Stoppier did
not. Next morning It was ascertained
from the Infantry men that Stoppier
said h< was going to see a friend two
miles from the city and would return.
The authorities became suspicious anti
notified the police and soon after Lieut.
Scriver with a detachment went on the
trail of Stoppier and the horses were
found at Floresville The was arrested
on Ilie double charge of desertion and
horse theft.

Mr. Fred. Maisel deputy supreme
counsellor for the society of Chosen
Friends is in the city for the purpose of
organizing a couple of lodges of the or-
der He will meet the members of the
old council tonight for consultation. Mr.
Maisel organized five councils in Gal-
veston witn over a thousand members.
