THE COUNCIL CIRCUS.
The matinee at the council rooms
yesterday afternoon was fully as sul-
try as the atmosphere. There were
several red flags flaunted and the
horns were lowered and the bellow
followed like a song with an illustra-
tion.
The first blast was occasioned by
the reading of a petition for the open-
ing of the plaza markets morning and
evening. The committee on petitions
recommended the granting of the
petition but his honor saw fit to inter-
pose an objection and announced that
he would oppose the granting of the
petition. Any remedy must come
through the circmulocution office and
not through the direct means of a
petition. The petition was defended
by Gallagher but he has no more
show of getting a motion carried in
council than a republican has Tof car-
rying an amendment to Mills’ bill in
committee of the whole. The matter
was finally referred to the city attor-
ney for opinion.
The report of the committee to
whom the street commissioner’s com-
plaint was referred was the occasion
of i passage at arms between the
leader of the opposition and the presi-
dent of the council. Gallagher inti-
mated to his honor that forcible lan-
guage was demanded and that the
unanimity of the council chamber was
like that of hell. After this blast had
been blown Schreiner’s minority*re-
port as reflecting most severely upon
the street commissioner was passed
and the majority report exhonerating
him was duly knocked in the head.
That wooden drain pipe at the cor-
ner of Avenue “C” and Fourth street
called the alert aiderman of the Sec-
ond ward again to his feet and warm-
ed him up for the discussion which
ensued upon his motion to amend the
ordinances so as to re-instate evening
marketing. Schreiner took umbrage
at some things said by Gallagher'and
some hot retorts were the order of the
hour. The sandy-haired orator get-
ting in his hot sentences where they
evidentlv ruffled the hair.
Tne shutting up of the evening mar-
ket works great hardship to the house-
keepers of this city and it is sincerely
to be hoped that the obnoxious and
entirely unnecessary restriction will
be repealed. Could a kind providence
devise some method of putting this
council through its semi-monthly
paces in such shape that its proceed-
ings would have a little less of the
monkey and parrot character and its
work result in some improvement to
the city it were a consummation most
devoutly to be wished. As it is there
is no dignity attending its sessions no
benefits resulting from its delibera-
tions no real improvements following
its outlay of money. It is a menace
to the prosperity of this city and its
only real business seems to be to con-
stitute itself a semi-monthly menage-
rie for the amusement of the onlook-
ers in Gotham.
On the morning of the opening of
the great convention than which no
more Important one has been held
since the close of the war no man can
even tell what an hour may bring
forth. The air is filled with rumors
of combinations and candidates but
nothing can be predicated. What
creation shall be evolved from this
chaos not the most observing can de-
termine. All that remains is to be
patient and abide the verdict of
events. One thing is observable. It is
not the rivalry of contending factions
which makes the issue so palpably
uncertain but the intense eagerness
of the great body of the delegates to
make only such a nomination as will
satisfy the demands of the party east
west north and south. To harmonize
all factions and at the same time put
forth a ticket that will command the
full vote of the party in the doubtful
states is the work to which the con-
vention stands committed and it is
such a work as challenges the most
careful considertion of every phase of
the situation. The republican party
see the necessity of making no mis-
take and they will not act hastily.
All this parade of candidates possi-
ble and impossible is merely the an-
nouncement that the several com-
mands are on the ground but have not
determined what position they will
take. The decisions of this convention
will be arrived at deliberately unless
all signs fail.
EMANCiPATION DAY.
This is the day in which all level-
headed colored citizens rejoice that
the republican party was born into
power without which they would
still be slaves and mere hewers of
wood on some other man’s woodpile
and drawers of some other fellows
water buckets. There are a few who
may forget to remember this fact but
the majority do not and here in San
Antonio a very lively recollection of
the unadulterated facts is preserved.
In many other sections not so highly
favored as this they also remember
that the mere fact of freedom is about
all that is left them. That with the
departure of the republicans from
power the provisions of the amend-
ments conferring citizenship upon
those recently in bondage have be-
come a dead letter. That no rights of
citizenship and only some of the
rights of aliens are preserved
to them; and also that this
condition must continue until
the republicans are again in posses-
sion of the government of the country
which they saved from political disin-
tegration and made of it a great na-
tion. Truth crushed to earth will rise
again the eternal years are hers; and
the rights of citizenship and the priv-
ileges of self-government cannot be
forever withheld from any class of our
people. Meanwhile the celebration of
emancipation day though its benefits
have been most imperfectly enjoyed as
yet by most of the colored citizens of
this republic is educating them
into a knowledge of what the re-
publican party attempted to achieve
for them did achieve and would have
over perpetuated had not the superior
knowledge and political trickry of
of the democratic party overriden the
constitution and the law in the south-
ern states and made of that constitu-
tion a dead letter. The eye of hope
turns expectantly towards a new day
and a brighter. The measure of the
cup of democratic iniquity is almost
meted out and there are not want-
ing indications that the power of
the solid south is being broken. With
that comes the real emancipation of
millions of colored American citizens
hundreds of thousands of whom have
neither part nor lot nor voice nor vote
in the government any more than if
they were still in the interior of the
“Dark Continent.” Still the emanci-
pation day celebrations are religously
kept up and upon each recurrence
of the occasion the memory of
the good deeds and just de-
visements of the national govern-
ment republicanly administered is
brought to mind and the abiding faith
of the colored citizen is strengthened
in the final triumph of equitable and
just views and practices of govern-
ment. Today in San Antonio and
all over the great state thousands of
hearts are swelling with pride and
pleasure and new hope for the future.
Their eyes are turned backward
towards the immortal martyr “Hon-
est Abe Lincoln” and they are look-
ing for some redeemer to come to is-
sue from the convention at Chicago in
which so many of their race are repre-
senting this principle of citizenship.
The Light congratulates them upon
the day they celebrate and joins most
heartily with them In wishing for
such an issue to the republican con-
vention now in session as will insure
to ’them and to all dwellers in this
broad land that political freedom and
industrial advantage which alone can
come to these United States byway of
a republican administration of the
government of this republic.
