CIUDAD VICTORIA, Mexico <AP) - Texas Gov.
Bill Clements and Gov Enrique Cardenas Gonzalez
of the adjoining Mexican state of Tamaulipas meet
today to discuss mutual problems.
The two governors also were expected to discuss
the Mexican oil spill that has affected the beaches
and waters of both states.
Officially, the agenda called for talks on un-
documented workers who cross the Rio Grande to
work in the United States, border drug traffic, oil
and gas production, industrial development and*
exchange of agricultural products.
There was considerable ceremony on the
schedule also, however
Clements, accompanied by Mrs. Clements, was to
place a wreath on the monument honoring the first
governor of Tamaulipas, General Jose Bernardo
