CORPUS CHRISTI, Texas (AP) — A new wiretap
law could inject renewed vigor to front-line troops in
Gov Bill Clements war on drug trafficking, the
governor s top criminal advisor says
Law enforcement agencies battling the state's
largest organized crime field need more manpower
and money at a time when federal funding is being
slashed, James B. Adams said Monday at the Texas
Association of Regional Councils meeting in Corpus
Christi.
“We see we have to do more with less in criminal
justice in Texas," said Adams, the executive
director of the criminal justice division of the
governor s office
Adams, who said dfug trafficking and abuse is
Gov Clements’ top criminal justice priority,
suggested wiretapping could become at effective
antinarcotics weapon in Texas
"Wiretapping is an intrusive technique but well
controlled, it can be a valuable tool." said Adams
"This is an emotional issue in Texas," said
Adams, “but it (the emotion) is based on past
events." ‘
He said the proposed wiretap law, expected to be
considered during a special legislative session is
modeled on federal legislation that already has
been adopted in 23 states
The proposed Texas law would be limited to drug __
trafficking and would be laced with tight restric-
tions. said Adams, the former No 2 man in the FBI
While abandoning the 10th grade
school minimum, the Army said it
would use a new “military applicant -
profile" questionnaire to screen 17-
yearold male enlistees as a method of
predicting whether they will finish
their three-or four-year enlistments.
This screening device will be tested on
women selectively for the time being.
