Already. the Los Angeles Board of
Education has appropriated $55,000
for an anti-vqucher ‘'educational
campaign" - the first time the board .
has done anything like that even

establishment may be an admission of

-contention- and adjudged the law to-be —
unconstitutional This judgment was
appealed to the U.S. Supreme Court
by the Texas Board of Optometry, and
in May 1979, by a vote of 7 to 2. was
reversed
Simply said. the Supreme Court
upheld the right of a state to pass laws
which prohibit the use of trade names
in the practice of optometry. But it
does not prohibit the use of trade
names, such as TSO. In theopticianry
business, and we now advertise Texas
State Optical as dispensing opticians.
As to the effect on TSO’s ad-
vertising. we find ourselves in the
same position in which we have been
since Sept 1, 1969 We can and do
advertise prescription glasses and
contact lenses, but cannot advertise
eye examinations under the TSO
name. Under the 1969Optometry Law.
an optometrist may advertise eye
examinations under his-her own
name, but not under a trade name
We do believe, as Mr Ed Stapleton
wrote in his editorial, the Supreme
Court decision in this matter could be
far-reaching, as it sets a precedent
which could affect the use of trade
names in many instances such as

time off work, and to both of them for

the House and, particularly, the
Senate
With the economy slipping into
recession and inflation running in
double numbers, there's no way-
slumping public confidence in the
economic future is going to be
revived by the end of the year
Every pollster reports that
people think things are going to
get wotse economically before
they get better
if Kennedy runs on grounds
that Carter economics are not
satisfactory, he is going to have
to come up with a different for-
mula to improve the situation. It
is one thing to say that the
current administration has
failed, and quite another to say-
how a new administration would
succeed

WASHINGTON (AP) - Eco-
nomic forecasting is a risky
business, unless you get to make
the rules yourself Sen Edward
M. Kennedy has reserved that
right with his vague description
of what would deter or impel htm
to wage an all-out challenge to
President Carter next year
Kennedy says his decision will :
hinge on Carter's handling of the
economy, but he isn't saying
what would be good enough to
keep him out of the race, or bad
enough to make him a candidate
"The real question is the state
of the economy. he says.
"That's the issue that's going to
be decisive next year "
Not that he’s saying Carter
must reverse what is now a bleak
outlook on both unemployment
and inflation "But he has to take
steps which will give people a
sense of confidence that it will get
better." the Massachusetts
senator said.
Kennedy also is saying he'll
make up his mind before the
presidential primaries, which
means by the end of a year that
has 15 weeks remaining That
amounts to a self-fulfilling
prophecy, because there's no way
the economy or attitudes about it
are going to turn around before
the end of the year
That suggests Kennedy’s eco-
nomic rationale is a matter more
of political convenience than of
substance Like his lat brother
Robert. Edward Kennedy is in a

Prior to passage of this law, eye
examinations and prescription
eyewear were advertised by TSO..
After it was passed, TSO could nt
advertise eye examinations, but
could, as before,., advertise
' prescription glasses and contact
lenses ' Optometrists who were
already practicing under trade nanes
were allowed up to 10 years, or less. to
separate from the opticianry. During
the period between Sept 1, 1969 and
Jan. 1,1979. new TSO offices were not
allowed t have optometrists who__
practicedinside them. So, until Dr N -

Vouchers for education — a plan to
use tax money-to finance private
alternatives to public schools — is the
newest mini-revolution brewing in
California If it succeeds here, it will
sweep the country and public
education as we know it will be a thing
of the past.
This is the idea: Parents would be
issued vouchers equal to the cost of
one year’s public education for each
child The vouchers would be provided
by the state government and could be
used to pay for a year in a public
school or to pay for a year at a
privately operated school meeting
