government departments operates In
trying to cut down expenses in their
respecUve departments is attacked.
One of the Illustrations that has
been pointed out is the method adopt-
ed in letting government contracts for
office furniture recently by the gen-
eraly supply committee an institution
with headquarters in the treasury de-
partment and which exercises undis-
puted sway in all government depart-
inentg in Washington. This Institution
it is alleged has succeeded in the in-
terests of "economy" and "efficiency”
in evolving a set of requirements
which will result In a refusal of all
the first-class office furniture con-
cerns to bld for contracts for office
furniture.
This year the committee has issued
a demand for an arbitrary or special
line of office furniture notably filing
devices as distinguished from the
standard goods used by all the great
commercial houses libraries and simi-
lar Institutions all over the country.
The reason is to avoid any appear-
ance of favoring any particular manu-
facturer. As a prominent congress-
man put U. “in working out the
praiseworthy plan the gentlemen ot
the supply committee will succeed In
parting company with all of the
manufacturers.”
The peculiarity of the plan lies In
the fact that although the specifica-
tions retain the standard sizes for
drawers cards papers etc. they vary
enough in the framework of the filing
devices so that the units of one manu-
facturer will not conflict wltli those
of another manufacturer or with the
hundreds of thousands of dollars
worth of filing devices already owned
by the government.
There Is much interest in congress
therefore as to the effect of this cam-
paign. Hearings have been held by the
committee and Infuriated manufac-
turers have brought out their steam
rollers in an effort to compel through
congressional Influence the adoption
by the committee of different methods
In the letting of contracts.
Have Nothing to Gain.
From testimony brought out dur-
ing the hearings it developed that
manufacturers are required to bid
only on blanket requirements. That Is
to say. while the government specifies
the estimated number of articles it
will require. It reserves the right to
order any greater or any less quan-
tity or none at all. First it was shown
that the manufacturers are asked to
go to the expense of providing for
special work and special machinery
upon a special line of devices which
may not even be purchased. One con-

to $5000000 a year each while the
total purchases by the government
amount to only about $60000 It can
readily' be seen that the general Sup-
ply committee has to say the least
made a mistake.
To help out the committee Comp-
troller Tracewell of the treasury de-
partment. made a ruling that depart-
ments are prohibited from buying
anything not specified In a contract.
Must "Freak” Goods
For example some bureaus using
cards of standard make order these
cards whenever necessary charging
the expenses to the department. The
ruling would prevent such practice
unless It happened that those cards
were specified In the original contract.

those it now has It could not do so If
the proposed contract were enforced.
The government then would be com-
mitted to the purchase of only the
"freak” goods and it would be illegal
to buy any other furniture to match
that now in the offices notwithstand-
ing that the new goods are not stand-
ard and would not coincide with any
thing now on hand.
In view of these departures from
sound business administration it Is
the intention of certain congressmen
to ask that a change in the methods
of letting government contracts be
made. A central committee of some
kind has been urgently suggested by
manufacturers but the proposition ad-
vanced is that if the government
wants economy it enn get It only by
adopting sound business methods.
BABY SECURITY FOR DEBT
A month-old baby says a Cincinnati
news item was held as security for
debt until Judge William Lueders
reached into his pocket and gave $lO
to Mrs. Frank Farr so that she would
consent to give back the child to her
mother Mrs. Frances Gerllg 18 years
old.
The mother had placed the baby
with the woman as security until a $lO
board bill could be paid. The couple
had called at the court to have adop-
tion papers issued. The Judge lent the
money to the father until he secured
a position.

WASHINGTON June 15.—A baa-re-
lief map of the southern states meas-
uring 200 feet by 80 feet in a build-
ing especially erected for it is to be
constructed at the National Conser-
vation exposition to be held in Knox-
ville Tenn. in the fall of 1913 ac-
cording to plans announced today
from the exposition's Washington of-
fice.
The map will be built up of soils
and minerals of the various regions
represented and will show the n V >ul '
tain and valley contours the princi-
pal streams with actual running water.
It will indicate the extent of naviga-
bility present and possible the over-
flowed lands of the Mississippi of the
state of Florida and elsewhere: the
location of cltlea including the Atlan-
tic and gulf Ports that will receive
renewed commercial life witn the
completion of the Panama canal; the
south's forest areas and the railways
and main highways.
To Afford Bird’s-Eye View.
Present and possible future power
development along the upper river
courses will also be shown with min-
iature transmission lines strung from
the sources of power to the places
where it is or can be utilized. A

Along the sides of the map be-
hind the map will be exhibited the
various soils of the southern states
in cross-section the soils from each
state being beneath its representa-
tion on the model. On the other side
ot the alslq opposite to the soils will
be constructed the products raised
under poor and under scientific
methoda It is planned that the ex-
periment stations of the several states
of the south will have their exhibits in
this building.
The building in which this model is
to be Shown is to be known as the ag-
ricultural and land building and is to
measure 300 by 150 feet. Its interior
walls are to be constructed of finished
wood from the different states so that

2000 will be erected. In this hall will
be held lectures on various branches
of the conservation work and such
assemblies as that of the National Con-
servation congress good roads conven-
tions and drainage and waterway con-
ferences. .
