WARHINGTON D. C. Dec. 14.—
Leaden of the W. C. T. U. and their
aupporten packed the gnllerlca today
when the xenate begun consideration
of the Kenyon-Hhephard bill to pre-
vent shipment of Intoxicating liquors
Into "dry" utatea. Delegates seeking
support for the measure had spent
the early day In visits to their sena-
tors. urging Its passage. Equally de-
termined others opposed Its adop-
tion. The measure as the senate con-
sidered It. Is Representative Shep-
hard's -bill as it pasaed the house and
now carries amendments proposed
by Senator Kenyon.
Senator Sanders said congress did
not plan to Interfere with states In
the exercise of their own rights over
the liquor traffic.
"This bill. It it should become a
law would not Interfere with what
are commonly known as 'wet'
stales" said Senator Sanders. “It
would only prohibit the shipment of
liquor Into states where police laws
now prohibit Its sale."
Mall Order Business Conducted.
He declared that mall order and
express order concerns were shipping
liquor Into "dry states” practically
without Interference and declared
that although Tennessee was a pro-
hibition state traveling men and
agents of mall order liquor houses
were constantly soliciting business in
that state from “bootleggers."
Senator McCumber of North Da-
kota also spoke in favor of the pro-
posed law.
Corridors of the capitol and the
lobbies of the office buildings of
both the senate and house today had
the appearance of the headquarters
of an equal suffrage convention. Wo-
men adorned with whitb ribbons
were out In force dashing from of-
fice to office and from committee-
room to committee-room.
Get Views of "Home Folks."
Before the meeting hour the in-
dividual delegates had conferred with
representatives and senators in ef-
forts to Impress upon each the velws
ot the "people back home."
Senator Kenyon hopes to get ac-
tion on the measure before congress
adjourns for Christmas.
The conference delegates w hich In-
clude Mrs. Lillian M. N. Stevenson
the national president; Mrs. Anna B.
Gordon national vice president and
Mrs. Howard N. Hoge national sec-
retary. will discuss the situation in
mass meetings this afternoon and to-
night.
