And on questions of principle, there is wide
latitude in what may be right or wrong
Frequently, there isn’t a “right" or a “wrong"
side on such issues, only a difference in philosophy

Politics often involves trade-offs of various kinds
— often to get a bill out of a committee, where a
minority of one can be enough to prevent a measure
from ever coming to ravote on the floor —wen—
though a majority of lawmakers may favor it.
And, as a House member commented recently,
"80 percent of the stuff around here gets considered
on the basis of personality."
At any given time, and on any given issue, some of
those personalities are going to be in conflict.
But eventually the process tends to work out the
differences — and use of parliamentary procedures
are part of that
The "Killer Bees" say they left because of their
convictions. The "Worker Bees" say they stayed
because of their convictions.
If that’s so, the State of Texas was well-served —
and constitutional duties were met — by both sides

bill on which the entire public agreed a clear case
could be made that the action was against the public
interest

Whether one finds, the result good or bad depends
on one’s point of view
if one favored a separate presidential preference
primary, then the result was had 1
if one opposed a split primary, the result was
good ,
But if one was interested in some of the bills which
werestruek down or which might not have been
considered as a result of the standstill of the Senate
that is another matter
But most of-the hills which the legislature won’t
pass and-that-is the great majority of them —
wouldn t have been passed regardless of whether
the Killer Bees had stayed or not
One of the senators who remained commented
that he agreed that the state may have been done a
favor in that a number of measures wouldn’t have
passed - and that the Senate had been done a favor
in not having to debate them
Parliamentary tactics are neither good nor bad in
themselves

It depends, however, which side of the political
fence one is on as to whether the 12 disappearing
senators were duty shirking obstructionists, intent
on having their own way, or Robin Hood-like
figures, vanishing into Sherwood Forest to flee
tyranny and injustice
As Oscar Wilde noted, truth is never pure and
rarely simple and in this instance, as often is the
case in politics, the truth likely lies between the two
views set out above
What started the row was a parliamentary
maneuver by Lt Gov Bill Hobby to get action on a
bill which could reasonably enough be assumed to
be a vehicle for a presidential primary measure
similar to that which the Killer Bees" had been
opposing
Hobby later argued that he hadn’t changed the
rules of the game
True enough But he had started using some
different rules
Hobby was well within his rights to use those
parliamentary tactics, if he felt the measure being
considered should have come up for consideration
