On June 28,1991, Southwestern Bell Telephone Company
(Southwestern Bell) filed an application with the Public Utility
Commission of Texas (Commission) to add a new optional service
offering for business Private Branch Exchange (PBX) Trunk customers
called Digital l.oop Service. The application has been assigned Docket
No. 10461.
Digital loop Service provides digital transmission of circuit
switched voice and data communications between the customer’s
premises and the central office. This service allows the customer to
um- a 1.544 Mbps facility capable of delivering up to 24 line termina-
tions. Southwestern Bell wi‘‘ orovide Digital loop Sendee within the
customer’s serving central om.. where facilities are available.
if approved by the Commission, the rates for the Digital LooP
Service facilities will be $ 115 per month for each digital transmission
loop arrangement which provides a capacity of up to 24 line termina-
tions, plus $5 per month for each line termination and $9 per month
for each channel termination. The proposed rate for the unlimited use
ofthe central office varies from $12.25 up to $18.90 per month for each
line termination depending on the rale group classification, deter-
mined by the customer’s location. Southwestern Bell estimates
revenue of $2.1 million from this offering during the first year.
As proposed by Southwestern Bell, customers who currently
receive digital loop compatibility through facilities installed under a
special construction agreement will have the option to receive their
current digital loop arrangements pursuant to the Digital Loop Service
Tariff or continue to pay their current charges until they make a
change of location or account. Any Increase In the number of line
terminations to a customer’s current digital transmission loop arrange-
ment will be provided pursuant to the proposed Digital Loop Service
Tarin; however, the customer will continue to have the option of
paving current charges for the existing digital transmission loop
capacity. Southwestern Bell’s proposal to 'grandfather’ existing digital
loop facility arrangements Is subject to review and approval by the
Commission.

proceedings should notify the Commission as soon as possible, but not
later than October 15, 1991. A request to Intervene, participate, or for
further information should be mailed to the Public Utility Commission
of Texas 7800 Shoal Creek Blvd., Suite 400N, Austin, Texas 78757.

ciation for Lutherans (AAL) District
Representative Roslyn Altmann, FIC,
Rural Route 3, Box 193A, La Grange,
has been recognized for outstanding
sales and service to AAL members dur-
ing June. Altmann finished the month
in the top 10 among approximately
2,000 AAL representatives across the
United States.
Altmann joined AAL 1 s field staff in
1989 and has since been honored for
outstanding sales and service to AAL
members. In addition, the National
Association of Life Underwriters has
awarded Altmann its National Sales
Achievement Award. Altmann is an
associate of the James Arnold Agency
of AAL, Austin.
Insurance offered by AAL includes
life, health, disability income and
retirement products. Mutual funds are

RAYMOND R. KILIAN, a former
resident of Giddings, will retire from
active service in the United States
Xavy effective Sept. 30. Raymond is
the son of Mr. Alfred J. Kilian of
Giddings and is a 1966 graduate of
Giddings High School. Raymond
entered the U.S. Navy in November,
1967, and successfully served at a
wide variety of duty stations
throughout the world. His last duty
assignment was as Command
Master Chief, Naval Dental Center,
Marine Corps Base, Camp Pendle-
ton, California. Master Chief Kilian
successfully completed more than 24
years of active Naval service and
was awarded the Meritorious
Service Medal.
