COMPLETES NO. 2 JUSTICE
Showdown Energy has completed
the No. 2 Justice well. The location
is 1.5 miles southwest of Ledbetter
in Fayette County.
In a test the well flowed 652 bar-
rels of oil and 967 mcf gas on a 28/
64 inch choke. The pressure was re-
corded at 550 psi.
The well was drilled horizontally
a total of 12,200 feet and will pro-
duce from 9,644 feet to the end of
the hole.

Adopted During 73rd Session
Childhood immunizations, in-
creasing the availability of health
insurance for small businesses
and psychiatric hospital reforms
topped the list of health-related
legislation passed during the ses-
sion.
A new $38.6 million program
will be launched to immunize ev-
ery child in the state against vac-
cine preventable diseases during
the next two years. Funding will
provide for the purchase of vac-
cines and keep more clinics open
on evenings, weekends and holi-
days in an extensive outreach and
public education program.
The law requires doctors and
hospitals to review the immuniza-
tion records of every child they ex-
amine and either provide any nec-
essary immunizations or refer the
child for immunization. The law

that provide small group insur-
ance in Texas must renew policies
to all small employers regardless
of the health condition of an em-
ployee.
Small employers will have a
choice of coverage plans and lim-
its are placed on rate increases
and rate variations among similar
employers.
A package of seven bills reform-
ing private psychiatric hospital
care was passed to address abuses
uncovered by legislative hearings
prior to the session. The following
are the major provisions in the re-
form package:
Patients must be informed of
their rights in writing and have
those rights in writing and have
those rights explained to them.
Voluntary patients cannot be de-
tained for more than 24 hours.
Strict marketing and advertising
standards are established for pri-
vate psychiatric services.
The use of electroconvulsive
therapy is prohibited on persons
under 16 and informed consent is
required for persons 16 and older.
Patients must be informed about
prescription medications and can
refuse treatment or medication.
Employees of private psychiat-
ric, substance abuse and medical
rehabilitation facilities will re-
ceive whistle blower protection for
reporting abuse and neglect of pa-
tients.
Sexual misconduct between a
mental health provider and a pa-
tient is subject to civil and crimi-
nal penalties.
It is illegal for anyone to receive
kickbacks or bounties for referring
patients.
