state hospitals for more buildings,
more doctors, more nurses and
better facilities for treatment. He
advocated a large appropriation
for buildings, as well as a larger
operating budget. The Legislature
last year was sympathetic with his
ideas but heavy appropriations for
other purposes used up most of
the available revenues. On top of
that a sharp cut in Texas oil
production caused an estimated
$22,000,000 drop in tax receipts.
Announcing he was not satisfied
to see the job only halfway done,
Governor Jester vetoed the state
hospital appropriations for the
second year of the biennium (the
year September 1, 1950 to August
31, 1951). At the same time he
promised he would call the Legis-
lature together in January 1950
to provide for the state hospital
operation and buildng needs.
A few days after that promise
was made Texans received the
shocking news that Governor Jes-
ter was dead. His promise, how-
ever must be kept. Otherwise,
when another fiscal year begins
next September 1 there will be no
funds for food, clothing and care
for the more than 23,000 people
are now in our insane asy-

gineer of Austin, states that the
1950 map is the best ever publish-
ed. Anyone desiring a free copy
should contact the Texas Highway
Department.
The new map has been brought
up to date to show all of the re-
cent changes in the principal
highways of the state. Complete
mileage tables are shown.
Twenty-five full color pictures
show points of interest in Texas
and along the Pan-American high-
way in Mexico.
The highway department dis-
tributed three hundred thousand
copies of the 1949 edition. An
even larger demand for the new
map anticipated.
Next Tuesday, January SI, the
Texas Legislature will meet in
special session to make appropria-
tions for our state hospitals. The
bill for food clothii
care and badly needed buildings
and repairs will run at least $25,-
000,000 for the year beginning
next September 1.
That is a lot of money—espec-
ially when the State doesn’t have
it as it does not at the present

tablished hospitals for mental
cases and epileptics. The tubercu-
losis hospitals at Tyler and Mis-
sion are old army camps; the
Mexia hospital for seniles and
mentally deficient children is a
former prisoner of war camp.
Some places are worse than
others, but in general we find the
hospitals badly overcrowded and
many buildings unsafe. The Board
for State Hospitals and Special
Schools, which has charge of these
institutions estimates that it would
take more than $40,000,000 just
to eliminate the firetraps and add

Letters coming to the Gover-
nor’s Office from over the State
indicate that a good many citizens
do not fully understand the present
situation. The Governor is often
called upton to answer such ques-
tions as these:
1. Why is it necessary to have
a special session of the Legisla-
ture?
2. Why wasn’t the state hospilal
program properly financed at the
regular session a year ago?
3 Why do we say that the State
has no money w* ihe havepiimid,
when the Treasurer’s Report
shows we have around $60,000,000
in the General Revenue Fund and
about $120,000,000 in other State
funds ?
4. What went with that $100,-
000,000 surplus we were supposed
to have had a year ago?
6. Why can’t the appropriations
for other things be reduced so as
to provide funds for the eleemosy-
nary institutions without raising

throughout the State of Texas dur-
ing 1950, an outstanding one is a
Map Problem, known as “EXER-
CISE CACTUS III.” The problem
was conducted as EXERCISE
CACTUS I & II during 1948 and
1943. |
This exercise is designed to
train staffs of the Organized Re-
serve Corps, National Guard and
certain segments of Civilian De-
fense. The Exercise will be con-
ducted at Fort Sam Houston I
during April of this year.

servists concerned at a later date.
