On March 4,1997, the Railroad Commission of
Texas (Commission) approved the application by
the Aluminum Company of America (Alcoa), P.O.
Box 1491, Rockdale, Texas 76567 to revise its
approved bottom ash disposal plan. Permit No.
1C currently authorizes surface mining and recla-
mation operations at Alcoa’s Sandow Mine located
in Milam and Lee Counties, Texas approximately
seven miles southwest of Rockdale, Texas.
The revision will allow Alcoa to expand the area
where properly managed Class 3 industrial waste
bottom ash may be used as fill material to assist
in achieving pre-mine contours. About 200,000
cubic yards of such material was approved to be
used annually over about 250 acres on haul
ramps. Alcoa will reclaim ramps filled with bot-
tom ash according to approved reclamation prac-
tices.
The application for revision was approved pur-
suant to the Texas Surface Coal Mining and Recla-
mation Act, Tex. Nat. Res. Code Ann. ch. 134
(Vernon Supp. 1997) and the "Coal Mining Regula-
tions,” 16 TEX. ADMIN CODE Section 11.221 et
seq. (West January 1,1996). No changes to the
permit area, permit term or bond were approved.
