stitutional amendment shall
be submitted to a vote of the
qualified electors of this State
at an election to be held on
Tuesday, , May 18, 1971, at
which election all ballots shall
be printed to provide for
voting for or against the
proposition: “The constitu-
tional amendment to authorize
the issuance of One Hundred
Million Dollars (1100,000,000)
bonds to provide financial as-
sistance to cities and other
nubile agencies for water
quality enhancement purposes,
providing for the improve-
ment and continuance of the
water resources program, and
establishing an interest ceiling
on Water Development Bonds
at 6% per annum."
