City Administrator Wayne Sabo
said he has been working on the
Belcher Road situation.
He said one way they may be
able to repair the road is with the
4B Sales Tax money.
The road qualifies for this tax
money because it is heavily used
by trucks going to the oil fields. If
the city makes it easier for the
trucks to get back to the fields,
that qualifies as economic devel-
opment.
In the meantime, Sabo said he is
going to ask the oil company to
contribute funds for a temporary
asphalt fix of the road.
He said when the 4B Sales Tax
Corporation is formed, he is going
to speak at one of its meetings and
request Belcher Road be put on its
list of priorities.
The second request was discus-
sion and possible action regarding
the opening of a Furnace Road
easement on the north side of
Chocolate Bayou Road.
Currently, Furnace Road ends
for a span of approximately 1100
feet and then starts back up again.

The city of Alvin has several
I ordinances currently on the books
which apply to animals.
Chapter 4 of the Code of
Ordinances, entitled Animals and
I Foul, outlines the requirements
and restrictions within the city on
animal owners.
The purpose of these ordi-
nances “is protection of the
health, safety and welfare of the
people of Alvin by controlling the
animal population and establish-
ing uniform rules for the control
and eradication of rabies.
All owners of cats and dogs
must obtain an identification tag
from the city, which should be
attached to the animals' collar.
A prerequisite to receiving this
tag is inoculation against rabies.
A tag will not be issued unless the
owner can produce evidence their
animal has been fully inoculated
against rabies by a licensed vet-
erinarian.
Tags must be renewed between
befote March 31 of each year.
The fee for the tag is $4, unless
the owner can produce written
proof from a veterinarian that the
animal has been spayed or
neutered.
The city also has an leash law
pertaining to dogs as well as cats.
They must be controlled by a
leash, fence, or by enclosure
within a vehicle or container.—
Those who are on a leash that
has been staked or tied shall be
confined to the owner's property.
The leash should not allow the
animal to roam outside the
boundaries of the owner's proper-*
ty.
If an animal has been impound-
ed for running at large or for no
city identification tags, the ahi- ’
mal control officer will release it
to the owner if: •
• An impound fee of $15 fot
each cat or dog impounded is '
paid. The owner is also required
to pay any tax or fines, if any, and":
