health care regulations make it diffi-
cult for small services to efficiently
bill and collect revenues for service,”
he said.
The projected revenues will come
from enhanced billing of third party
insurance companies. Fees for EMS
service have not increased, and there
is no change regarding the $4 water
bill contribution.
If a patient has paid the $4 volun-
tary EMS contribution on their
monthly water bill, they will not
receive a bill for their portion of the
co-payment.
If not, the patient will receive the
bill from their insurance company
for the remaining costs that the insur-
ance company would not cover.
Schmitz advised citizens to pay the
$4 EMS donation on their water bill
to avoid insurance co-payments and
deductibles insurance companies
may charge. Right now, citizens have
the option to donate $4 to the water
bill and it helped pay for the expens-
es of EMS.
He also said many of the EMS
providers in the Brazoria County and
Houston area are using K & P
Associates, Inc., and have had excel-
lent results.

In a workshop meeting of the
Alvin city council on Thursday
night, members discussed a new
sign ordinance that would set spe-
cific limits to sign sizes and place-
ment.
Although no action was taken,
council members discussed sever-
al points in the ordinance at
length.
City Manager Paul Hofmann
gave the council an overview of
the proposed ordinance, explain-
ing that the committee, chaired by
(Councilman Andy Reyes, wanted
the entire council to see what had
been proposed and suggest guid-
ance.
The draft was an effort to devel-
op a comprehensive ordinance to
