from being issued to citizens during a
joyous and special time of the year.
The program promotes goxodwill and
psitive reinforcement of the traffic
laws without dampening the holidays.
Irattic accidents with serious con-
tributing factors and liabilities. reck-
less driving or excessive traffic viola-
tions would be possible exceptions to
the program for safety and liability
reasons. In the last several years, the
necessity to enforce the exceptions has
been rare
The final segment of Operation
I lappy Holidays 20XX0 has been a very
popular traffic safety program.

drivers and safe drivers during their
shift will be stopping these driver, and

Drainage problems at Westfield
Drive were also discussed at the
meeting. It was revealed that a
drainage easement had originally
been put in place at the develop
ment. but a resident or developer
apparently obstructed the ditch
illegally and now refuses to coop
erate in opening it back up.
Council directed the homeowners
to try to get a consensus of prop-
erty owners in the area for
reestablishing the drainage route.
Council also set times for the
two public hearings on the zoning
ordinance which is set to go on
next year's voting ballot. The
hearings will be at 1 p.m. on Jan
30 and Feb. X. 2001.
Appointments were made to
various city committees and
boards. Shari Coleman. Christine
E. Krysher. Pam Lewis. Carole
Collins. James G Crumm and Q
Todd Arendell were appointed to
the newly formed Animal Shelter
Advisory Committee. The mix
includes a veterinarian, a member
of the SPCA. a member of PAWS,
vets’ technicians and Alvin offi-
cials and human officers. Three
other names were on the list, and
these people were offered the
opportunity to attend and partici-
