Those residing in the MUD
would pay property taxes to repay
the debt of the bonds. Under their
agreement with Alvin, the ■ City
has the sole right to annex the
MUD once' the subdivision is 90
percent complete, according to
City Manager Paul Horn.
Horn noted that once the City
annexed MUD No. 24, any debt
remaining would be taken over by
the City, and the MUD’s govern-
-ing board would be dissolved.
Also in the agreement was a
contract for EMS and fire protec-
tion services through Alvin’s EMS
and Fire Departments.
Horn said households in the
MUD would pay a $4 charge on
their water bill for EMS service
and approximately $9 toward
Alvin’s Volunteer Fire
Department. Horn also said the
MUD would temporarily use City
water and pay a fee for the serv-
ice. Once Morgan’s Pointe pro-
vides its own water, the MUD
would continue to pay a fee for
back-up water service, Horn said.
Plans for Morgan’s Pointe
Subdivision have been discussed
with Council since Sept. 2000.
The neighborhood was pitched as
a "neotraditional" design with
green belts, a town square and
1 other features to give it an “old
town community feeling.”
