Women's Division of the Jewish
Federation of Greater Houston is
holding a leadership development
series for leadership and repre-
sentatives of all Houston Jewish
women's organizations on Mar. 9
and 16. The first session, which be-
gins on Monday, Mar. 9, promptly
at 7:45 p.m., will feature Rabbi Ju-
dith Zabarenko and Mallory Rob-
inson.
Rabbi Zabarenko has served at
Congregation Emanu El since 1984.
She will provide a brief guide on
how to prepare a D'var Torah
("word of Torah"), invocation or
benediction including tips on
where to find appropriate source
material.
Robinson is the administrative
supervisor of the Refugee Reset-
tlement Program at the Jewish
Family Service and a member of
Women's Division chairman Linda

Decisions made in the Jewish
Federation of Greater Houston's
allocations process affect nearly
four dozen agencies which receive
funds raised by the United Jewish
Campaign. "The decisions must be
made with great care," notes Allo-
cations Committee chairman Da-
vid Mincberg. "That's why we in-
volve so many committed com-
munity leaders in the process."
Over 200 volunteers take part
in determining the allocations
which Federation's beneficiaries
should receive. "They represent a
broad spectrum of the Jewish
community," says committee co-
chairman Marc Grossberg.
This year's effort begins when
Federation's beneficiaries submit
their budgetary needs through
their allocations request. Six sub-
committees, each designed to fo-
cus on a given agency or group of
related agencies, review these re-
quests, discussing their merits
and exploring the agencies' needs.
Some subcommittee members
meet individually with agency
board members to explore in
greater detail the needs of a par-
ticular program or department.
After the subcommittees deter-
mine their recommendations, the
full Allocations Committee studies
them and compiles its own recom-
mended allocations to present to
Federation's board of trustees. The
board then takes the amount raised
in the United Jewish Campaign and
allocates those funds to its bene-
ficiaries. The UJC's success deter-
mines what funds are available to
allocate. The board makes final al-
locations decisions in June, after
the campaign closes.
In addition to Mincberg and
Grossberg, the Allocations Com-

mittee chairman Shirley Warshaw;
JCC cochairman William J. Gold-
berg; national nonlocal subcom-
mittee chairman Willy Goldberg;

committee chairman Harold Falik;
Seven Acres cochairman Joe Kom-
feld; student services cochairmen
Ellen Trachtenberg and Golda Bak-
er; and Jewish Family Service liai-
son Carol Hoffman.
