While the trucks were unloading,
the liquids released combustible
vapors that were ingested into the air
intake of the diesel engines. The
engines began to ingest those com-
bustible vapors and then began to
race at alternative times. Finally, the
speed of one of the engines increased
uncontrollably, which is a phenome-
non commonly known as diesel
engine overspeed or runaway. Soon
thereafter, one of the engines vio-
lently backfired and ignited the com-
bustible vapors. Within a matter of
seconds, the disposal facility was
engulfed in flames. Both the
Rosharon Volunteer Fire Department
and the Alvin Volunteer Fire
Department responded to the fire, as
well as deputies from the Brazoria
County Sheriff’s Department.

to the Texas Department of Public
