gles the city hall as well. For
the sake of discussion, I would
like to confine this area on gov-
ernmental criticism to the local
level — the level where you
have absolute control.
First of all this entire prob-
lem area — if it actually is a !
problem — is basically your
problem. The most important
resource to improve the qual-
ity and prosperity of Orange
County is private leadership.
It becomes readily apparent
if the business, industrial, com-
mercial, educational and pro-
fessional leaders in Orange
County don't really care what
happens, nothing actually will.

to abandon the separate 5-cent

include it in our constitutional

of Orange County in an election
at which they also approved for
it a 5 - cent tax rate. The le-

Counts tax bills this time next
year will be up. Orange County i
commissioners announced Fri-
day
The proposed tax Increase
will not affect the tax bills that
were mailed out last week, but
may take effect with the 1965
bills mailed next October
The commissioners, in a
three-oage prepared statement
said that the current tax base
of 15 per cent of true market
value will have to be increased
to 20 per cent starting next
year.
The immediate cause for the
change is a ruling by Texas
Atty Gen. Waggoner Carr that
the 5-cent mosquito control tax
—even if it is approved by vot-
ers as it was here—must be in-
cluded in the constitutional 80-
with embassy authorities about
the proposal.
“There are utterly no clues,”
he said. "We are in the same
box as yesterday."
In Saigon, police informants
said Troi is under a death sen-
tence and two companions are
serving life terms for setting a
50-pound bomb May 9 beneath a
Vietnamese bridge that McNa-
mara was to cross two days
later.
These informants said they
understood Troi was scheduled
to be shot in a Saigon prison
yard next Thursday.

cent tax for operating the
county.
The county is currently using
all the 80 cents to operate the
county. In order to make room
for the 5-cent mosquito tax
within the 80-cent limit, the 15
per cent base must be upped
to 20 per cent, the commission-
ers said
This does not mean taxes will
be increased by one third. Over-
all downward adjustments in
the tax rates will be made so
that the actual increase in the
taxes collected will be held
down. .
The commissioners’ statement
said the county officials know
of no test of the attorney gen-
oral's opinion on the mosquito
taxissue.
