Reuther may encounter-m o r e
trouble within his United Aut
Workers union—over the next
year than the auto industry does
from it.
Several hundred, maybe even
a few thousand, skilled trades-
men are in a rebellious mood
over the UAW’s failure last
o. month to gain contract reopen-
ing and immediate pay raises
for them from General Motors,
Ford and Chrysler. ...
A rather nebulous organiza-
. tion, the Independent Interna-
Wtional Society of Skilled Trades
is making a pitch to recruit the
dissatisfied At least some of
them have debated the possibili-
ty of withdrawing from the
UAW.
With few exceptions, no one
anticipates that Reuther will!
take any large lumps. For one
thing, there are only 200,000
skilled (tradesmen among the
union’s 1.359,935 dues paying
members in the auto, aerospace
and agricultural implement in-
dustries and to, supplier job
shops. ,
For another, few politicians —
and that's what Reuther has
had to be to keep the UAW pres-
idency 20 years — have the con-
trol of and support by their con-
stituents that he does.
Scores who’ve tangled with
him within the union have
learned that such a venture can
cost the job of a shop steward or
a local union president or one of
800 international representa-
tives.
On the other hand, Reuther
has a great reputation as a dis-
penser of soothing syrup. And
the application thereof has
begun. The 300-member General
Motors Conference has been
called to meet in Detroit Sept.
12, and right behind it two GM
subcouncils of the skilled
trades. -
Chrysler and Ford confer-
ences are coming Sept. 18 and
Sept. 29, respectively, also ac-
companied by tradesmen.
Dissatisfaction among the
skilled has been growing, and
.: Reuther knows it. Arguing that
their auto plant average was
$3.97 hourly, they point to De-
troit scales of $4.63 for carpen-
ters and $5.20 for electricians.
At the UAW’s May conven-
tion, the union amended its con-
stitution to give the skilled
workers an unconditional veto
over future contracts, despite
the fact that unskilled or.sem-
iskilled production workers out-
number them 7-to-1.
Contracts signed in 1964 run
until Sept. 6, 1967. With more
than a year to go, grumbling
continued.
Reuther moved again. He
asked the Big Three contract
reopening to give the skilled at
least a 50-cent hourly wage
boost immediately. .
On Aug. 22 he got a rejection
from GM, Ford, Chrysler, and
the Detroit Tooling Association,
a major automotive supplier of
tools and dies.
Reuther then summoned the
union’s International Executive
/ Board to a special meeting, and
from it came what some took as
have peace through the remain-
der of outstanding contracts.
The' demand of the skilled,
and the joining of production
' workers in a plea to be included
in any reopening, had raised
fears among the automakers
that work stoppages would hit
their plants just as production
of 1967 models began.
The UAW Executive Board
climaxed its special meeting
with a statement saying: "Our
contracts were negotiated in
good faith and we intend to car-
ry out our contractural and le-
gal obligations in this spirit.
Illegal and unauthorized, action
cannot be condoned.”
The latter apparently was a
‘ stern warning against strikes
without a contract violation
upon which to base them.
While saying, “Illegal and
unauthorized actions cannot be
condoned,” the board added
that “members have every
right to demonstrate and pro-
test.”
It also had a word of encour-
agement for the skilled, saying:
“The UAW Is determined in 1967
to win equal pay for equal work
for UAW skilled tradesmen
based upon higher rates paid to
skilled tradesmen by outside
contractors who do work in
plants in which the UAW is the
certified collective bargaining
agent."
The UAW will map its 1967
goals at a special Detroit con-
vention next April, which will
give fieuther further time to
sooth the skilled before any oth-
, er union even can petition for
an election if it wants to take
any away.
National Labor Relations
Board regulations provide a pe-
tition may not be filed more
than 90 days in advance of con-
tract expiration and must be
filed within 60 days of II. In oth-
er words, not before June 5 and
not later than July 5.
Yellowstone, which became
the first national park in 1872,
is still the nation’s largest with
8,472 square miles.
