Students whose families are migrant farm workers now
have a chance to go to college. This opportunity is being
provided by the Higher Education Migrant Program (HEMP).
Carlos Armendariz, assistant director of the program,
explains the purpose of the program. .
"We go out and recruit students to come here so they can
get a taste of college life," Armendariz, says.
This program, started in August, already has 16 students
enrolled. '
“HEMP gives students a chance to see other phases of life
outside of farm working, Armendariz says, adding, “We want
to give them a chance to go to school so they can have, an
opportunity to improve themselves.”

Students start in the general studies area so they can get a
feel for college courses. After a semester, if the student wants
to declare a major in another field he may, the assistant
director contends.
“Students are directed to start in the general studies area
so they can learn study skills and basic English,” Armendariz
says.
When students see the recruiter their reaction is very good.
However, Armendariz noted, “The parents are a little
hesitant, because they will lose the extra income the child
brought in, and he will be living away from home.”
Most students Have dealt with the situation very well. But,
a few say they want to go back home.
“The first months are the hardest emotionally, but after
the student has been here a while he doesn’t talk about home
so much,” Armendariz said.
So students can air their complaints and opinions, HEMP
also has weekly meetings.
“Our goal is to expose the student to a communal living
atmosphere and to provide individual attention when the
students need it,” Armendariz added.

“The goal for the program is 40 students,” Armendariz
notes, adding that HEMP provides these students with
academic counseling, 10 hours of on-campus work and
tutoring, and tries at getting them some sort of financial aid.
Money for the program .comes from the Governor’s Office
of Migrant Affairs with the program receiving 394,000 for its
budget this year, the assistant director says.
“We pay for the student’s tuition, books, and
transportation to El Paso,” he says, “but not for any trips he
makes back home.”
This is the first year the University has been able to offer
the program.
Student qualifications for the program include being
an entering freshman with a high school diploma or GED
equivalent. Also, students must be U.S. citizens or legal
residents of Texas, Armendariz explains.
“I would like to be able to recruit from Lubbock, Odessa
and the counties outside of El Paso,” Armendariz said,
adding, "We cannot recruit from areas that have a population
of 100,000 or more. That is why we cannot recruit from EI
Paso.”
Students in this program live in University housing. And if
two persons want to double up they may, but as Armendariz
noted, “Those who double up must be in the program.”
Armendariz stresses that a few problems arise, but
generally most students get accustomed to living away from
home.
“Some students get homesick and want to go home,” he
says, “but most of them are interested in staying in school
