The Special Academic Sevices office which will
• combine recruitment and school relations is schedul-
ed to open sometime this summer in or near the Ad-
ministration building.
The purpose of the new office is to concentrate on
recruiting El Paso students. Tom Chism, who is
presently director of special services, has been ap-
pointed director of the new office. He will be work-
ing under William Nelsen, director of admissions and
records.
University President Haskell Monroe suggested
creating the Special Academic Services to augment
the recruiting of local scholastic students. Because of
the Spanish majority in El Paso, most prestigous col-
leges regularly come to El Paso to recruit students to
fill their minority student quotas, said Nelsen.
Many of these colleges offer larger scholarships
than UT El Paso. The University does not have as
′. much scholarship monies, he said, and this is one
reason why it is harder for the University to compete
for these students.
“A lot of kids want to go away to college,” Nelsen
said. “We are at a competitive disadvantage for top
notch students.” Not only does the University have
to compete against colleges outside of Texas, but col-
leges in other parts of Texas give the University com-
petition for top students. “Austin, for example, does
10 times as much recruiting here as we do in Austin,”
• said Nelsen.
The new office will combine recruitment, high
school relations, honors program, scholarships, new
student orientation and handicapped services.
“I’m extremely enthusiastic. I’m returning home,
in a sense, to areas I have worked in before and en-
joyed,” Chism said.

A bill that would provide loans for registered stu-
dent organizations to cover initial costs of fundrais-
ing projects was tabled in council action during the
Feb. 12 meeting.
Student Association President Luis Patino said
that the bill was tabled because there were questions
concerning a portion of the bill which stated that ap-
proval of it would suspend Article III, Section B of
the Student Association Council’s (SAC) by-laws, a
section dealing with appropriations.
“It is still not clear whether it is necessary to sus-
pend the by-laws or not,” said Patino. Legislation on
the bill is pending as it is scheduled to come up for
consideration in the Feb. 26 meeting.
The bill, which was introduced by Patino, would
put $1,500. in a revolving account to be available for
student organizations in good standing. Loans could
be requested from the Inter-Organizational Council
(IOC) for payment of initial investments for fun-
draising projects.
No request would be taken before the IOC unless it
was first approved by a reviewing committee com-
prised of both SAC and IOC members. The account
would not provide any funding for travel appropria-
tions.
An upcoming meeting of IOC and SAC members
was announced to discuss the bill and its implications
before it is considered for approval. Patino said the
meeting could be scheduled for next week.
By an almost unanimous vote, council also ap-
propriated $320 to the dorm council to attend a
Texas Residence House Association Convention late
this month. Karen Tucker, president of the dorm
council, requested the money to be used in covering
transporatation costs.
In other council action, a bill introduced by
George Cervantes to appropriate $250. to Lambda
Epsilon Sigma for assistance in raising funds was
withdrawn.

Operating successfully now in its second attempt,
Share-a-Ride presently is helping more than 600 LIT
El Paso students save money, time, and gasoline.
Moises Carreon, coordinator, said that about 600
matchlists were mailed out to prospective carpoolers
in early February.
“I’m sure it is working from the people that I’ve
talked to who applied,” he said.
Share-a-ride, a project of Student Association,
matched interested UT El Paso students who live in
the same area of town and have similar school
schedules to create carpools.
Luis Patino, SA president said, “I am extremely
pleased with this accomplishment and I am equally
appreciative of so many people who have worked
with us throughout the duration of the implementa-
tion of this program.”
Members of SA and of Alpha Phi Omega (APO)
provided applications for interested students during
registration.
“It is only fitting that I thank and commend
Moises (Carreon), who spend countless hours as
coordinator of the program. Without him and his
APO fraternity brothers and sisters this program
would not have succeeded,” said Patino.
Carreon, senior chemistry major, said that it is
possible the project could be continued in the future
and reported that a spokesperson for El Paso Plann-
ing and Research suggested that it could be operated
as a continuous project. “It could work next fall and
next summer. This program can work, it is a good
program,” he said.
The project was conducted through the coopera-
tion of Chevron and El Paso Planning and
Research.Carreon said that they also jointly operate
similar programs in El Paso Community College and
for other businesses.
Share-a-ride was first attempted last semester,
when 700 applications were filled out and turned in.
However, data problems arose and the matchlists of
possible partners were not mailed out until late
November, almost at the end of school.
“I think what hindered a huge amount of applica-
tions from coming in was the reputation we had from
last semester,” said Carreon.
