Washington. D. C.. May 28.—A lit-
tle general from North Carolina —Sen-
ator Furnifold McLendel Simmons —
has outmaneuvered the entire Republi-
can leadership including President I
Coolidge. Secretary Mellon and the
legislative managers of the Republican
party in Congress. For though the
Republicans are in control of Con-
gresa a tax bill written by the minor-
ity—the Democrats —will become law.
Senator Simmons perhaps the most
experienced man on tax matters tn
the upper house and one who has
served long on the finance committee
in the preparation of the revenue aets
of previous years was assisted by the
strategy of Representative Harner
(Democrat). Texas in the House. Al-
together they have put through a bill
that President Coolidge will sign
chiefly because he cannot afford to
veto it. The objectionable features —
the publicity of tax return® and the
undistributed profits tax —have been
eliminated and one suspects now they
w ere put in there in the first place
for trading purposes so as to insure
the retention of the Simmons rates
when the conference committee acted
Small Man Benefits.
It is one of the most amazing leg-
islative developments in a generation.
The Democrats of course were aided
by the insurgent Republicans without
whose rotes the Simmons rates would
not have prevailed but the Republi-
can leadership had the same oppor-
tunity as did the Democrats to win
the insurgents. The regular Republi-
can leaders privately are disappointed
for they could have written the type
of bill Senator Simmons offered but
they were restrained by the desire of
the President and the secretary of the
treasury that a record vote be ob-
tained on the Mellon plan.
The chief difference between the
Mellon proposal and the Simmons
ratse is that persons with incomes run-
ning up to 866.000 a year will get n
greater reduction in taxes under the
Simmons plan than under the Mellon
scheme. Above $66000 and running to
5100.000 the reductions would have

theory being that such a proeeedurc
would help business by stimulating
capital to go into productive enter-

as a counter proposal the idea th.it

of larger incomes were not suffering
now. As between the two ideas the
insurgent Republican group chose to
follow Senator Simmons.
Get Reduction on 1928 Taxes.
All parties were agreed on the plan
to give the taxpayers a flat 25 per
cent reduction on taxes payable this
year on 1923 incomes. It has been
retained in the bill approved by the
conference committee which will be-
come law. This provides that a tax-
payer on June 15 next will not pay
the snme quarterly installment which
he paid on March 15. Instead he will
be obliged tn pay much leas. For in-
stance if his total tax bill for 1923
was $lO9O and therefore he paid a
fourth on March 15. he will subtract
the one-fourth reduction granted by
the new law which makes a final tax
of 8750 and he will credit himself
with the 8250 already paid in March
so that the balance due to the gov-
ernment will be 5500 which cau be
paid in installments of $166.66 each
one" June 15 September 15 nnd De-
cember 15.

Copenhagen. May 23.— Insulin fab-
rication in Denmark has been organ-
ized on a large scale and it is ex-
pected that the factories within the
next few months will be able to pro-
duce from five to ten million doses
annually.
Conditions for this production nre
especially favorable in Denmark as
there is a large industry for slaugh-
tering pigs in specially licensed slaugh-
ter houses from which the factories
can get pancreas to manufacture in-
sulin.
Insulin is now made under ideal
conditions. Raw materials arc col-
lected systematically and insulin is
now sold at a price that allows even
the poorest sufferers from diabetes to
pun-base it.
In Scandinavia the number of pa-
tients under treatment is steadily in-
creasing and patients nre learning to
give the injection themselves. The
preparation is manufactured under the
supervision of Professor Kroell who
was awarded the Nobel prize.
Steal a Bril—Burglars drove up to
the servant quarters of H. A. Pngen-
koff. 143 East Mistletoe about mid-
night Wednesday night and removed
an iron bed. mattress and springs ac-
cording to a report made to detectives
Thursday morning. The quarters were
entered by a window nnd the baek
door of his garage was opened. Neigh-
bors heard a car drive up but paid
no attention to what was going on
nearby.
