man conference on

disarmament. The alternative is con-
tained in the specific threat that the
allies will occupy Ruhr and other ter-

The prevailing view among the Ger-
mans was the allies had carried their
demands, particularly the menace of
occupying further German territory
much beyond any provision of the Ver-
sailles treaty and also that the allies
are taking up an aggressive position
not contemplated by any clause of the
treaty.
The allied disarmament note was
communicated to Berlin early in the
day at Chancellor Feherenbach’s re-
quest with the direction that it be
submitted to the reichstag and to the
leaders of all parties, whether sup-
porters of the government or the op-
position. Herr Feherenbach asked the
view of the reichstag and the party
leaders, but said the decision- would
rest with the cabinet at Spa.
Private negotiations are reported go-
ing on tonight between Premiers
Lloyd George and Millerand on one
hand and Dr. Simons of the Germans,
but this could not be clearly es-
tablished.
Dr. Simons left the cabinet meeting
before it ended. It was said he had
gone to meet the allied premiers. The

that Germany must:
First.—Immediately disarm certain of
its forces, including the security police.
Second.—Publish a proclamation ask-
ing for the immediate surrender of all
weapons and firearms in the hands of
the civilian population.
Third.—Abolish immediately compul-
sory service.
Fourth.—Surrender to the allies all
guns, arms and cannons which it pos-
sesses above the limit fixed by the
treaty of Versailles.
The allied decision concerning dis-
armament reads: ,
“If on Oct. 1, the German army is not
reduced to 150,000 the allies will pro-
ceed to occupy German territory in
the Ruhr or any other part of Ger-
man territory and will not evacuate it
until all conditions of the agreement
have been fulfilled.

Payment of Salaries Was Suspended for
First Time in Generation.

For the first time in the memory of
the present generation, the state treas-
ury suspended payments so far as sal-
aries of capitol officials were concerned.
Several state house officers called at
the treasury to draw on their salary
accouras. as their habit is, and were al-
most swept off their feet when the
cashier. Herbert Y. Walker, told them
there was "nothing doing.” He said
that the funds in the treasury were ab-
solutely exhausted with the exception
of the motor vehicle fund and the mon-
ey set aside, for the sinking fund and i
interest on the public debt July 1.
It does not appear that any members 1
of the general assembly called for their
per diem on the first day of the session
as they sometimes do, but, had any
called, they would certainly have been
sent away empty handed.

Baton Rouge, La., July 9.—Adverse
action on woman suffrage measures
featured the biennial session of the
Louisiana legislature which adjourned
sine die at midnight last night.
From the first through the final day
of the session, ratification of the fed-
eral woman suffrage amendment was
given consideration, either in commit-
tee rooms or on the floors of the
houses. Defeated separately in the
both houses a last minute effort was
made to favorably answer the appeal
of Gov. Cox, that Louisiana become the
necessary thirty-sixth state. The house
of representatives, however refused to
suspend the rules to allow the intro-
duction of a ratification resolution and
so far as the Louisiana legislature was
concerned ratification was a dead is-
sue. It was live to the last.
“The state righters," who bitterly
fought ratification fared no better for
their bills providing suffrage to white
women by state amendment were killed,
lacking by small margins the necessary
two-thirds required for constitutional
admendments.
Gov. Parker’s chief administration
measure, a plan to raise $3,000,000 by
severance taxes on natural resources of
the state, oil, timber, sulphur, gravel,
gas and moss went through with com-
paratively little opposition.
Gambling houses were dealth a death
blow by legislation which empowers
municipal authorities to condemn prop-
erty where gambling is conducted com-
mercially and defines gambling in a

way which the authorities will enable
them to secure convictions. 1
The promised war on horse racing
did not develop, although as the result
of laws passed during the early part of
the session the state will secure con-
siderable more revenue than formerly.
A measure to prevent publication of
form charts “tips” and “selections” on
races was “indefinitely postponed.”
