PROTECTION.
A Subject Which Ho Did Not Un
dcrstand.
In his ixcch Thursday evening Mr.
Honks after paying a high compliment
to lion. Columbus Upson endorsing his
protective tariff vlows read from that
speech an extract In which Upson had
referred to tho pauper labor of Europe
mentioning tbo great expense to tho
governments of Kurope In maintaining
dependent people or thoio who from lack
of labor and Iowncsj.of wages were un-
able to earn n living and thercforo placed
upon tho cb'arlty of tbo governments.
Mr. Hanks after reading this extract
went on to say that bo had visited and
lived In Tarlotis cities Ml the North and
East and that ho bad seen in the largest
cities of tho country squalor poverty
and great suffering from want equal
even to that which tbo gentlemen de-
scribed as existing In the countries of
the old world. Ho then referred to the
dullness of times even In this city and
said In an appeal to tho hearts of his
audience as alaboringelement: "I want
every one nmong you who hearmo now
who cannot find employment and who
Is Idle to say so" and then askedjf
there wero any In that audience. About
20 people In tbo audience of Mo an-
nounceu maimer were wituour employ-
ment and could find nothing to do. Mr.
Hanks did not seem to realize tbe snlrlt
of Mr. Upson nor the spirit of his argu-
ment upon this point which was "With
n low protective tariff tbe laboring man
Is the llrst to surfer from being debarred
from tbe enjoyments of the necessa-
ries of this life. Ono million dol-
lars that San Antonio hits lost
within the past 12 months on account of
a depression of tho sbeep and wool In-
terest would If placed within the hands
of every man woman and child In the
city of San Antonio placing our popu-
lation 4000 be $2j each. Jt Is said that
In the forthcoming election llexar coun-
ty will poll n llttlomore than 6000 votes.
In Snn Antonio say for Instance thero
are MOO beads of families the loss of this
$10001X10 to our city proved by statis-
tics and decreaso In wool valuo In-
dicated by comparing the standard prlco
of this and other years If It bad been re-
covered to-day would give to each head
of family placing same at the above
number $200 each; In other words If the
6000 families In San Antonio were all
poor people and worklngmcn this loss
within n period of 12 months would give
sufllclent means for each to establish
blnueira bome and start In lire with n
moderate amount of Its comforts.
Mr. Upson tried to prove that free
trade made men poor. Mr. Hanks had
not studied the question maturely and
misconceived the motive of the speaker.
A Complaint.
The I.taiiT would call attention to the
bad service of tbe telephone exchange.
It Is rarely that nn answer Is to be ob-
tained from tbe central office except
after repeated and continued ringing.
The advantages of telephonlo commu-
nication are not to be underrated but
the way In which tbo business Is con-
ducted In San Antonio Is a disgrace
and tbo city would be better without It.
The rents of the Instruments are far too
high for the benefit gained and It Is
about time some steps were taken by
the telephone company to render the
service more efllclent than It Is at the
present time.
