Owing to the fact that the San Antonio Real Estate'Board has from time to time received numerous complaints from the citizens of San
Antonio about the contract between the San Antonio Water Supply Company and the City of San Antonio during the ten years that this
contract has been in effect we have deemed it of sufficient importance to get an expression from the people of San Antonio as to their
ideas of a new water contract with the city.
If you feel that you have been done an injusticeliy the Water Company during the past ten years we would like to know of your
case. If you feel that the Water Company has treated you unfairly in any of your transactions with them whether it be in connections
made to their mains the laying of any water mains by yourself connections refused or have been treated unfairly we want to know it.

STANDS For These Things: '
The San Antonio Real Estate Board stands openly and insists upon a fair and
reasonable contract to be entered into between the City of San Antonio and the San
Antonio Water Supply Company. '
.IT STANDS FOR sufficient publication of any proposed new contract before it
. is signed to enable the people to thoroughly post themselves on all conditions con-
tained therein.

IT STANDS FOR a fair water rate for all consumers.
IT STANDS FOR courteous and civil treatment of all citizens by the manage-
ment of the Water Company at all'times. • *=
IT STANDS FOR a sufficient number of miles of new pipe to be laid up per
year during the life of the new contract to take care of a growing city.
IT STANDS FOR a clause in the new water contract whereby any mains laid
by private interests in the city shall be deeded to the City of San Antonio and the
’* ater Company compelled to run their Water through these mains at regular rates.
IT STANDS FdR a fair price being charged for service lines.
~ STANDS I 1 OR the proper supervision by the city over the laying of new mains
within the city limits.
IT STANDS lOR the position taken by the City Administration* in refusing to
grant excessive water rates.

San Antonio is growing rapidly* and the new contract must positively provide for
the needs of a growing city.
It is unfair for any public corporation to be placed in a position whereby they
can retard the healthful growth of San Antonio and we urge you to awake to the
situation and join with us in this undertaking.
The San Antonio Real Estate Board has always stood up for fair treatment and
fair dealings with all and we ask your hearty support in this very important under-
taking.
If you feel that the management of the San Antonio Water Supply Company has
‘horse traded ’ with you on any transaction come to the Citizens’ Water Complaint
Bureau located at 514 E. Houston Street (near Alamo Plaza) and tell of your
troubles and unfair treatment.

The time has arrived when the citizenship of San Antonio must
be alert to the danger of an unfair water contract being consummated •
between the city of San Antonio and the Water Works Company and
you are urged to support this movement which has been inaugurated by
.the San Antonio Real Estate Board for the protection of all citizens of this city.
During the past ten years that the past water contract with the city was in force thousands of feet of water mains
have been laid by citizens of San Antonio and given to the Water Company without charge. These water mains cost-
ing thousands of dollars have been accepted by the Water Company and they demand a “sufficient return’’ on this
investment or the same return as though the Water Company had paid for these mains. THIS IS POSITIVELY
UNFAIR and an increase in water rates is now being asked by the Water Company to cover “sufficient returns on
this investment*' This is unfair.
During the life of the past contract water connections have been refused citizens of San Antonio where water
mains were actually in~ front of the lots on which they wished to build and a policy has been followed whereby the indi-
vidual has been compelled to pay for the cost of a 6-inch main running at a minimum of $l.OO per foot or more to
cover the cost of rebuilding the Water Company’s mains. In this case a 50-foot lot has cost a consumer a cash
outlay of a minimum of $50.00 for replacement of the main plus the $15.00 for the connection plus the yardage
charge running from $2.00 to $lO.OO per connection.
THIS IS ABSOLUTELY UNFAIR AND UNREASONABLE.

IS OPPOSED To These Things:
The San Antonio Real Estate Board is opposed to high-handed methods being
used by the management of the Water Company to bluff small water consumers and
individuals into “playing horse” their way simply because they have the upper hand.
IT IS OPPOSED to discourteous treatment of any citizen entering the Water Com-
pany’s office.
IT IS OPPOSED to any plan whereby the Water Company is not compelled to
lay a minimum of the sajne proportion of miles of mains per year during the life of
the next contract that it has been compelled to lay during the life of the past contract.
IT IS OPPOSED ABSOLUTELY TO ANY WATER MAINS THAT MAY BE
LAID BY PRIVATE INTERESTS BEING GIVEN TO THE WATER COMPANY.
IT IS OPPOSED to the Water Company being permitted to continue to build up
their system through mains being laid by private interests whereby at the end of any
contract they are allow’ed to use the cost of these water mains as a basis to receive
returns on thus increasing the people’s water rate in order to give the Water Com-
pany the so-called “sufficient return on the investment.”
IT IS OPPOSED to the Water Company “horse trading” with the citizens of San
Antonio or making any deal to the benefit of the so-called “permanent investment”
in the Water Company’s mains at the expense of the people. '
Citizens Water Complaint Bureau
The San Antonio Real Estate Board has opened the Citizens’ Water Com-
plaint Bureau at 514 E. Houston Street (near Alamo Plaza) to enable the citi-
zens of San Antonio to come to this Bureau and report their water’ troubles.
The Board has employed competent employes to carry on this work; have
equipped this store building at their own expense and we trust you will make
immediate use of same. Come today while there is yet time to remedy the
present disastrous water situation. You will save yourself money as well as the
citizenship at large by doing this. COME TODAY.
