If a court-martial is held it doubt-
less will bring together a distinguished
lot of high ranking officers to consti-
tute the court for they all must be
superior in rank or seniority to Colo-
nel Williams. Navy officers said to-
day that if the court were held it was
not likely to convene for several weeks.
Two phases enter into General But-
ler’s charge of intoxication against
Colonel Williams. The flrat concerns
reports that a dinner given by Colonel
Williams at his home in Coronado last
■Saturday night at which General But-
ler was the guest of honor cocktails
were served. Reports declare that Gen-
eral Butler at this time made some
pointed remarks.
General Butler’s report as to intoxi-
cation however the second phase re-
ferred to the allegation that Colonel
Williams appeared in an intoxicated
condition after a hotel party in Coro-
nodd which followed the dinner at the
colonel's house. .
Affidavits filed by several officers
who attended the dinner party disagree
flatly. Some declared Colonel Wil-
liams was intoxicated and other as-
serted he was not. Eleventh naval dis-
trict headquarters declared that the
affidavit of a navy physician is re-
quired in such a case by navy regula-
tions and it was reported that no
such affidavit had been received.

8000 GAS DEALERS
AUSTIN March 11.—GF)—The
Toxas.Supreme Court Wednesday de-
nied motion for bearing of the state
in its anti-trust suit against the Gulf
Refining Company. The case involves
the use of the company's filling sta-
tion equipment by 8000 gasoline deal-
ers.

FARM CREDITS BANK
MEXICO CITY. Marc# 11.—The
national farm credits bank was for-
mally inaugurated Wednesday by
President Calles when he signed the
charter giving life to the institution
which is intended to transform Mex-
ico into a country of small farmers.
‘‘With the establishment of this
bank” the president said “one more
of my dreams has been realized one
more of my pledges to the people has
been redeemed. The small farmers of
Mexico from now on will receive the
financial assistance necessary to en-
able them to till the soil by modern
methods and to grow enough food to
sustain the population of Mexico
without importations from abroad."

RECOMMENDS STATE
OWNERSHIP OF MINES
LONDON March 11.—C*>—Mo-
mentous industrial results and per-
haps equally momentous political ones
are everywhere recognised as depend-
ing on the report of the Royal Coal
Commission recommending state own-
ership and private operation of
mines.
The commission was appointed some
time ago to arrange a plan to put
the coal industry on a sound basis
and eliminate disputes between miners
and mine owners it reported yester-
day.
The recommendation of the Miners’
Federation for nationalization in
which the country was most vitally
interested was disapproved.
Lalior leaders denounced the re-
port today.
