A person seeking a zoning
change should be well prepared to
justify why such a change would be
beneficial to the community,
according to research conducted by
the Texas Real Estate Research
Center. In many communities,
neighborhood opposition is very
effective, in stopping any amend-
ments to the zoning ordinance.
Your first step should be to
examine the land-use plan of the
community. If your proposed
change is contrary to the land-use
plan, you may find it very difficult
to convince the decision makers to
agree with your proposal. Neverthe-
less, the planning staff of the
municipality or county can be very
helpful.
Land-use plans are not cast in
concrete, and some very good
reasons for modifying a plan may
have arisen. If you would like more

INVESTMENT VALUE
MOTIVATES HOMEBUYERS
Why did you buy a house? If
you are like most homeowners in
this country, you were motivated by
the investment value of a home, as
well as by a desire for security and
privacy.
In a survey appearing in
“Professional Builder” magazine,
almost two-thirds of the respond-
ents felt that there is no better
place to invest money than in a
house. And more than three-quar-
ters of the respondents listed
security and privacy as their
primary emotional motivations for
buying a home.
These motivational factors held
true for all age groups, while
factors such as life-style and family
considerations varied in importance
with the age of the homeowner.
Depite rising costs and complex
financial arrangements, people still
view home ownership as a means of
achieving both monetary and
emotional security.
ZONING ORDINANCE INCLUDES
TEXT AND MAP
A city zoning ordinance has two
basic parts, a text and a map. The
ordinance needs both of these to be
effective and understandable.
In some jurisdictions amend-
ments or changes to the text occur
frequently; therefore, it is important
to examine these amendments as
well as the text. Until the text is
reprinted, amendments normally
can be found attached to the back
of the ordinance. Be sure to ask the
zoning official whether you have all
the amendments.
The zoning map relates the text
of the zoning ordinance to specific
parcels of land in the municipality.
Usually, a short section in the text
of the ordinance refers to the map.
This section normally states that the
zoning map is part of the ordinance,
even though it is not shown in
detail in the text. For more
information about zoning in your
municipality, call your city planning
office.

DOWN PAYMENT AND
LOAN AMOUNTS
With builders seeking ways to
offer more affordable houses, a
technique previously used in a few
states may gain wide adoption. The
idea is to sell the house, but not the
land it sits on. Rather, the
landowner retains the land owner-
ship and rents it to the
homeowner.
This reduces the need to finance
the purchase of land, which often is
a sizable portion of the total house
cost. Since the house is difficult to
move from the land, the lease is for
a long term, running at least as
long as the house mortgage.
Generally, there is an option to
purchase the land at some later
date.
The landowner receives rental
payments from the homeowner, so
monthly costs may be as high as in
conventional sales. The primary
advantages are the lower down
payment needed to buy and the

smaller loan amount for which the
buyer must qualify.

The state agency responsible for
enforcing the real estate licensing
laws of Texas-and thereby protec-
ting the public--is the Texas Real
Estate Commission.
The Commission staff is
headquartered in Austin, and the
Commission also serves the public
through field offices located in San
Antonio, El Paso, Lubbock, Corpus
Christi, Dallas, Fort Worth and
Houston.
The Commission is responsible
for seeing that those individuals
licensed as real estate agents in
Texas provide competent and
trustworthy services to Texas
consumers. If you are interested in

Mrs, Rivera
dies at 72
Mrs. Ofelia 0. Rivera, a former
resident of Mercedes, died August
4 in San Antonio at the age of 72.
Funeral services were conducted
August 7 in the St. Alphonsus
Catholic Church of San Antonio.
Interment followed at San Fernando
Cemetery.
Survivors include two sons, Raul
Rivera of Houston and Preceliano
Rivera of New York; two daughters,
Miss Herminia Rivera and Mrs.
Minerva Garza, both of San
Antonio; a brother, Mauro Ochoa of
Mercedes; four sisters, Mrs. Paula
Calvillo and Mrs. Altagracia Garcia,

Localeffort
raises $ 1200 for
cancer victim
Over $1,200 was raised Saturday 0
at a benefit barbecue to help raise
funds for medical expenses of a
Weslaco resident undergoing cancer
treatment.
Mrs. Milagros Gonzalez, a
Haggar factory employee, is the
recipient of the funds. Contributing
to the local effort were McAfee
Agency, which donated the tickets 0
and the location for the barbecue,
and Charlie Griffin, Jimmy Closner
and Sons and F. Munoz, who
provided barbecue pits and equip-
ment.
NEARLY 300 IN BIBLE SCHOOL — Attendance at session a of
Vacation Bible School at the First Mexican Baptist Church of
- Mercedes approached 300 youngsters each day last week. Some of
