MORE PAGEANT HONOREES — The two Miss Mercedes
contestants above received honors at the close of the recent
pageant. Letty Hinojosa, at left, was named “Miss Photoge-
nic,” while Linda M. Cavazos was voted “Miss Congeniality.”
Pageant Director Virginia Luna was honored, as well, for
having served in her post for the last 10 years. Making the
presentation was Chamber of Commerce Manager A. J. “Andy”

RETAIL SALES REPORT —
Although there was a slight decline in
sales tax rebates for the month of Oc-
tober, Mercedes is still ahead of last
year and most Valley cities. A report
from State Comptroller John Sharp,
dated December 8 shows the City of
Mercedes has received, year-to-date,
$691,743.70. One year ago the amount
was $624,780.91. This is a healthy
10.71 percent increase. The statewide
increase is 4.1%, and the County of
Hidalgo is down 3.98%.

President of the Mercedes Chamber of
Commerce at the December Board
meeting. Elected as First Vice Presi-

Mercedes. The Second Vice President
is Mr. Rudy Salinas, President,
Mercedes National Bank. Mr. Wally
Bunton of Bill Bunton Auto Supply
was re-elected Treasurer.

CONSTITUTION & BY-LAWS
—A revised and updated Constitution
and By Laws was approved at the
December Board of Directors meet-
ing. Aside from corrected spelling,
deletion of references to gender, if
changed the title of Manager to Execu-
tive Vice President, set the quorum for
Board meetings at seven (7), estab-
lishes an Executive Committee, in-
creases the basic membership to $100
per year, and all dues to be billed
January 1, to be phased in. Copies are

The Enterprise;
The Valley has over 500 RV and
Mobile Home parks, and most of them
want to be parks for older persons. In
1988 Congress passed an amendment
exempting parks that wanted to refuse
the admission of families with chil-
dren
That amendment had two condi-
tions that the park had to meet. First,
that at least 80 percent of the units
have at least one person 55 years or
more of age. Second, that the park
have “substantial facilities and ser-
vices especially designed to meet the
social and physical needs of older per-
sons”
The second requirement has been a
constant obstacle to maintaining an
older persons’ park. The record shows
that parks and/or their owner associa-
tions never won a lawsuit brought on
by the Federal government because of
the vagueness of the facilities and ser-
vice test.
Last year, our RV/MH Owners
Association joined with our counter-
parts in other states to protest the ill-
defined regulation, which resulted in
some new regulations by HUD.
In April the House passed HR 660
which would wipe out the “facilities
and services” test and leave only the
80 percent rule.
Mendoza gets
Navy promotion
Navy Chief Petty Officer John D.
Mendoza, son of Victoria Garcia of
Mercedes, was recently promoted to
his present rank while serving with
Transient Personnel Unit, Naval Sta-
tion, San Diego.
Sailors and Marines like Mendoza
are promoted based on job performance
and proficiency in military require-
ments, among other things.
The 1984 graduate of Mercedes
High School joined the Navy in June
1984.
HR 660 has languished in the Sen-
ate Judiciary Committee since April
and we held little hope of the bill being
reported out to the Senate floor. Fortu-
nately we were wrong; the Senate
passed the bill with slight modifica-
tion and returned it to the House. On
December 19th the House passed the
bill as amended and it now awaits the
President’s signature.
This will make it infinitely easier
for parks to achieve and maintain
“Older Park Status” with the right to
refuse to rent or sell to families with
children. This is especially true for
many of the smaller parks that want to
be “Older Persons’ Parks”.

5 Mercedes High School student
Rachel Pineda was one of the more
than 85 seniors from across the US in
attendance at the Collegiate World
Series at the University of New Mexico
in Albuquerque, last July 21-24.
The program, sponsored by the
National Hispanic Institute, teaches
the college application process through
an imaginary baseball league com-
prised of eight teams representing dif-
ferent universities. The students are
drafted by teams and coached by ac-
tual admissions counselors from their
respective institutions.
They then engage in a three day
series competing for both the team and
individual titles.
Rachel was drafted by the Trinity
University team, where she played
successfully to earn a spot on the Ma-
jor League list, comprised of the top
18 individual players.
With a perfect score of 30 on both
her college application and interview,
Rachel placed as the fourth highest
scoring Major Leaguer. Her overall
score was 26.9.
Rachel, a student at Mercedes High
School, is the daughter of Daniel and
Anita Pineda. Her maternal grandpar-
ents are Maria T. Guajardo and the late
Ramiro Guajardo, Sr. Paternal grand-
parents are Rachel C. Pineda and the
late Alejo Pineda, all of Mercedes.
