News an evaluation of the work
done by the legislature during
its 49th general session, the
first portion of his review is
presented here:

The 49th legislature accomplish-
ed less than any legislature that
has assembled during the past de-

which will be submitted to the vot-
ers. veteran legislation and a large
number of local bills, there was not
a great deal of constructive legis-
lation enacted. . .
Out of 887 bills introduced in the
House of Representatives, only 275
reached the Governor’s desk. While
in the Senate, out of 351 bills in-
troduced 130 reached the chief exe-
cutive. There were 65 constitutional
amendments introduced in the
House and 19 in the Senate. Eight
of these will be submitted to the
voters. There were 281 simple re-
solutions adopted by the House and
88 by the Senate
The 49th session will probably
go down in history as the one
which raised practically all
salaries in the official family
and spent more money than any
other legislature. It took 148
days, 28 more than the Consti-
tutlonal Umlt to perform the
job. This was the third longest
legislature in the history of the
' state. However, for the first
time tn many years the speaker,
Claud Gilmer, refused to allow
the hands of the clock to be
turned back In order to lengthen
the session for the purpose of
passing any legislation. A few
clerical duties were performed
A provision by which the con-
stitution would allow amendments
to be proposed by a special session
of the legislature . .
A bill providing that the state
employees be placed on Civil Serv-
ice and appointments be made
through the merit system.
A bill creating a Legislative Coun-
eration in Austria.
Sergeant Tucker, radioman and
gunner on a Flying Fortress, was
sent overseas June 28, 1943 and
was shot down and taken prisoner
July 30, 1943. At first he was held
at Stalag 7-A, then was in Stalag
17-B near Vienna for about a year.
Having graduated from Abilene
high school. Sergeant Tucker was
employed in Mead’s Bakery for four |
years before going into the service. [
Sergeant Tucker was graduated
from the Harlingen Army gunnery
school, as a qualified sharpshooter,
in March, 1943. With his diploma
he received a pair of silver gun- .
ner’s wings and his promotion tv
sergeant.
Postwar Mail
DES MOINES, la., June 15.—(P)
—Sam Bassman, Des Moines tailor,
got back a letter he mailed almost
six years ago to a rabbi in Wilno,
Poland.
The letter, with an enclosed
money order, was sent in August.
1939, to the Rabbi who had been
caring for Bassmans nieces and
nephews after the death of his sis-
ter. It was returned "held during
the German occupation and now
released by French authorities." ^

remissions, it seems to me that
the time has come when we
should abolish the state ad va-
lorem property tax. Why should
three-fourths of the state pay
the state ad valorem property
tax and one-fourth of the state
not have to pay it? Among the
one-fourth which does not pay
are found some of the richest
counties in the state.
I know of no reason for the gov-
ernor calling the Legislature back
into a special session—in fact. Gov-
ernor Stevenson is not a great be-
liever in calling special sessions un-
less a great emergency exists.

of these bills if they had stay-
ed in Austin all summer. Prob-
ably, every bill that would have

sideration before final adjourn-

stitution makes no such provision .
and in the second place the gov-
ernor is under no obligation to sub-
mit any appointees to the Senate to
be confirmed at such a session. In
case two-thirds of the Senators |
should show up in Austin next Jan-
uary, they will probably be faced
without any business to transact.

1 am sure that Governor Steven-
son will veto several bills which
were left on his desk during the
closing hours of the legislature
Ordinarily, the governor has 10
days for consideration, except when
the Legislature adjourns, the con-
stitution provides for 20 days con-
sideration. The governo was very
keenly disappointed in the Legis-
lature's failure to redistrict the
state judicially and legislatively. It
has been 23 years since the Legis-
lature has followed the constitu-
tional mandate of re-districting the
state into new legislative districts |
It has been the duty of each and
every Legislature since 1930 to per-
form this constitutional duty. The
only judicial district which was
eliminated was the 88th in Eastland
county. .
There were four tax remission
bills passed. Each and every one
of these bills works decidedly to
the disadvantage of West Texas.
Practically every West Texas
man including myself voted
against and fought each of the
four tax remission bills. Since
one-fourth of the counties In
the state are now receiving tax
