WASHINGTON, Aug 10. —(—
President Truman's warning .to the
Japanese people to quit their doom-
ed cities and flee for their lives to-
day ushered in perhaps the final
phase of the atomic bomb drive to
blast Japan out of the war
Barring surrender, Japanese In-
dustries are to be destroyed “to
shorten the agony of war and to
save untold American lives. Mr
Truman said in a broadcast report
to the nation last night. That Is the
determined policy of this govern-
ment, he declared, even though
thousands of enemy civilians who
fail to heed the warnings will be
killed.
With this, Mr. Truman coup-
led assurances to the American
people that he realizes fully the
terrible dangers the atomic
weapon holds for the world fu-
ture, that he is taking steps to
safeguard its use, and that the
great objective of his adminis-
tration Is that “there shall be
no next war.”
"It is an awful responsibility
which has come to us,” he said
The President's warning to the
Japanese people was made last
night in a 30-minute radio report
on the accomplishments of the Ber-
lin Big Three meeting and on the
progress of efforts to force Jap-
anese surrender

Now It is being used to shorten the
war "in order to save the lives of
thousands of young Americans."
“We shall continue to use it
until we completely destroy Japan s
power to make war," he asserted
"Only a Japanese surrender will
stop us."
The bomb is “too dangerous to be
let loose in a lawless world," Mr
Truman went on and the United
States. Britain and Canada intend
to retain the secret of its pro-
duction until means have been found
“to protect ourselves and the rest
of the world from the danger of
total destruction.”
“We must constitute ourselves
trustees of this new force," he
declared, “to prevent its misuse,
and to turn int into the chan-
nels of service to mankind."
Throughout his speech Mr Tru-
man emphasized his concern to set-
tle the affairs of the world after
its greatest war so that It may not
be plunged into another far more
terrible conflict. The United Nations
he said, "can never permit any
aggressor in the future to be clever
enough to divide us or strong enough
to defeat us."

One of those secret arrange-
menu, he added, was for Rus-
sia's war declaration on Japan.
It was made, Mr. Truman said,
before Stalin was told of the
atomic bomb. (Elsewhere it was
learned that Stalin had said she
declaration would be effective
August 15. The assumption here
Is that the advent of the atomic
bomb prompted him to move It
]., up to August 9.)
| “The Japs will soon learn some
of the other military secrets agreed
upon at Berlin. Mr Truman said.
j "They will learn them firsthand-
and they will not like them."
- Mr Truman said Hidoshima was
chosen as the initial target for the
atomic bomb because it was a mili-
tary base and "we wished in this
first attack to avoid, insofar as pos-
sible the killing of civilians.
But that attack is only a warn-
ing of things to come," he con-
tinued "I urged Japanese civilians
to leave industrial cities immedi-
ately, and save themselves from de-
struction.” - ----
Realising the "tragic significance
of the atomic bomb, Mr Truman
said it had to be developed because
